Re: who has more authority, Bishop or High Priest?

The question is probably centered on a discussion of priesthood "keys vs authority vs power".
The Bishop has keys to authorize the Lord's Supper, to authorize a baptism, to interview and authorize ordinations to the aaronic priesthood and to make callings to the axilliaries of the ward. The Bishop is a "Judge in Isreal" that interviews and determines ritual purity to participate in the ordinances of the gospel.
The High Priest has the authority to be called to perform ordinances, and blessings, and callings. However, a High Priest without keys cannot authorize ordinances.
Deacons quorum and Elders quorum presidents have keys to operate thier respective quorums and can make callings in their quorums and don't need to check with the Bishop to make these callings and assignments.

Authority of the Priesthood: authority to officiate
Power of the Priesthood: faith in Christ, obedience, virtue, moral authority, righteousness
