The broad generalizations in this report and the noticeable lack of quanitifiable and verifiable information make it sound like a seventh grade book review. Some internet sources describe this as an attempt to weaken the tea party turnout and diminish the influence of conservatives generally.
The all-too-familiar with bureacracy cynic in me wonders if this is the feeble attempt of the "Extremism and Radicalism Branch, Homeland Environment Threat Division" to avoid cutbacks and preserve jobs in a harsh economic climate. In the past, this branch wrote reports on left-wing extremism and under an Obama administration, they might come under scrutiny. The overly ambiguous language and references to old successes or events as a means of proving how completely indispensable an organization is seems like job-protecting CYA
