Pope Paul VI set up a commission to study birth control which overwhelmingly voted to permit birth control. Pope Paul VI told them the doctrine of the Catholic Church was no birth control and wrote an encyclical against it. That’s an example of how much voting means in the Catholic Church.

They have a lot of institutional karma for suppressing women and other religions to make up for. Although I don't know how much of this is sincere and how much of it is fear of the 2nd coming coming to judge them and their works.
