If the House takes away the funding it will be gone. If the Senate doesn’t agree the IRS would be shut down. That is the beauty of doing away with omnibus bills.

Toto knows a guy who has not filed a return since 2003 because he is not liable for the income tax and didn't want to convicit himself, by his own false testimony, by signing a return under penalty of pergury, that the information was true and correcty. In order for the house to take away the funding, the bill would need to pass the democrat controlled Senate, and then White House.
