I think economic cycles are definitely predictable - and that we are headed for a downturn probably this year. Not a surprise, is that? given the Bidinflation and the shortages. And the threats on the Petrodollar. And the need to repent ... Ether 2, Helaman 13... Etc.
Perhaps he was saying " I could say some things about the future, but I'm constrained... so let's leave it at "unpredictable."
Basically saying what he would NOT talk about (certain future things).
PS - I'm packing to travel tomorrow, so not much time right now. Would appreciate if someone would get this paragraph from RMN's final talk at the conference so we can discuss, in context.
Trying to understand,, not meaning to be critical.
Or you could get your head out of your @#$, read D&C 1, realize he is a con man leading the church into the arms of wicked men, and GTFO.

His talk seems like a final testimony. The Heavens are sealed to him; they are like brass. When the prayers of the children of Israel were not answered, a new Prophet was typically sent forth.

Russell M Nelson He’s a genuine weirdo. Someone who knows people in the Church Office Building said on Mormon Stories the Temple Department was being overstressed by President Nelson’s crazy temple building agenda. Now he just announced 17 temples this last conference. The guy is an egghead surgeon. I don’t think he really understands the huge logistics (especially now)that are required to build temples in so many different areas. Maybe we will see some mutiny at church headquarters by burned out church employees.
Another thing is the guy is too happy. The man seems to have real feel for what’s going on in the world. He acts like a guy who lives in a bubble. Past prophets seemed to have more empathy. Gordon B Hickley would address the problems and troubles and show some empathy. Russ is just giddy and says trust Jesus.
It’s Jesus, Jesus, Jesus with this guy. The last time I was smothered with so much Jesus crap was at a Southern Baptist meeting years ago. Oh well. I’m sure this conference disappointed a lot of members. They were looking to their leaders with hope of getting some real answers.
Anyways, the man is out of touch and delusional. He’s healthy for his age but man, he’s been a management disaster. I knew the church was in for a wild ride when President Nelson said “Mormon” was an act of Lucifer. He totally spat in the face of previous prophets and proceeded to order the impossible task of erasing the word Mormon from everything. Crazy.

He's been there FOUR YEARS. Temples take time to get constructed, and before that, the necessary approvals take time too.
Let's remember, the Salt Lake Temple took 40 years to finish. Other temples that were announced faced stiff opposition too during the Kimball and Hinckley presidencies. One under the Hinckley presidency wasn't even built, and there were others that had to be moved from their original locations due to local and government opposition.

but why does he announce so many that are impossible to build . . . why doesn't he announce them when the ground has been approved with building permits even maybe. . .
Looks like he wants a reputation of people not being able to keep up . . he seems to like that identity . . but, really . . the Lord isn't exactly clearing the way and the Lord expects things to be done not faster than you can walk or something like that . . .
disorganization and jumping the gun is not a great way to lead . . . . this is unrealistic for a leader with or without God
btw . . . I never remember Hinckley and Kimball announcing 100 temples that hadn't even been approved yet . . . perhaps he is trying to gain more popularity than them . . since they were the temple building prophets . . he's gonna outdo them?

I recently moved from a stake south of Fort Worth to a stake north of Fort Worth. Since no one thinks the temple will be built in downtown FW, speculation is constant on whether it will be north, south, or west. With crazy traffic, it will be like winning the lottery for those near the new FW temple. It’s been 6 months, and no word. All I know for sure is that my stake will never get a stake center, and we will still spill over into buildings outside our stake boundaries, as there is only one actual ward building in my stake boundaries.

I understand what you are trying to say with why...but in many cases, the land has already been picked up for the temple.
If you understand Spanish, this article talks about the temple that was planned for Bahía Blanca Argentina for as early as 2016. The article is from 2018, two years before Bahia Blanca was announced as a temple site. The article even mentions that the Mormons were not planning at that moment to build anything neither in that year nor in the next.

My local temple that is under construction already had the land set apart with that purpose in 2019 when it was announced. Literally MINUTES after the official announcement, everyone in Puebla knew where the temple was going to be built.

I keep thinking of RMN’s final talk of General Conference 2020 where he said, “ In every country, this Church teaches its members to honor, obey, and sustain the law.”
That is a true statement. The church does teach that.
Then I think of D&C Section 98 which states:
4 And now, verily I say unto you concerning the laws of the land, it is my will that my people should observe to do all things whatsoever I command them.
5 And that law of the land which is constitutional, supporting that principle of freedom in maintaining rights and privileges, belongs to all mankind, and is justifiable before me.
6 Therefore, I, the Lord, justify you, and your brethren of my church, in befriending that law which is the constitutional law of the land;
7 And as pertaining to law of man, whatsoever is more or less than this, cometh of evil.
Then I think of the multitude of Scripture about false prophets…
