I don't think they can launch against the continental US. Maybe S. Korea, Japan, Taiwan, Guam. Their chances of hitting Chicago or SLC are nil. Let alone Europe inc. UK.

Their best bet is loading one on a ship and letting it off by Manhattan/San Francisco Bay etc.
