Back in the days before web browsers, there was doors and bulletin boards. It wasn't graphic, but anyone could post anything they wanted.
How many computers do you have? Fifteen? Or did you start giving them away? Any one of them can be a web server. I have a whole pile of motherboards I intended to melt down one day.
As long as there is a network, people will be on it.

What happens when a family has to start rationing their children's meals because they have to spend more on gas to get to work? What happens when families cannot feed their children at all? The answer is chaos and anarchy.
The nation is "Nine meals from anarchy," an expression that accurately describes what happens when people cannot feed their families.
That moment is rapidly approaching, and for some the only thing standing between starvation and anarchy,
are food banks and/or food pantries that hand out food to the needy.

But it takes a significant amount of networked servers and their strong computing power to run such a high traffic, high data consuming website such as youtube. Yes, I remember how you had to DIY regarding the internet in the late 1990s and early 2000s, fewer people cared about the internet then because honestly, they hadn't set it up to the point where they did most of the work for you... yet. Nowadays, facebook, youtube, etc., does most of the work for you. But those really fancy websites involve some powerful servers running them.

Maybe good global citizens do. But I sure don't. Besides that I don't trust any government leaders. If anyone wants to trust their government it's their funeral.
Governments feel like the new doomsday cults sometimes.

They'll shut the whole thing down, then bring it back, bit by bit, prioritized like Amazon, Google and social media, etc., but the alternative media will never return.
The really powerful sites take high amounts of computing power, but basic blogs can be done on a Home PC, and it takes some learning to DIY, but it's not that hard to do.

Traffic determines server capacity specs. I'm not talking about the retards that have no computer skills and use fakebook. I'm talking about the average joe that wants a website. A five year old computer is plenty of processing power unless traffic gets real high. Bandwidth is the biggest bottleneck. I have had many web servers and 16 GB of RAM and a terabyte of disk space is plenty. There is no need whatsoever of multiple servers to do load balancing unless your site gets a hell of a lot of traffic. Ask Brian. A typical server on a good connection does the trick.
