Oh how lovely, somehow the council believes this makes them more "inclusive" as men or women is no longer adequate to describe men or women. The following is a direct quote from the Provo Daily Herald.
Provo council votes to make city codes gender neutral. The Utah State Code and Constitution have been amended in recent years to make the documents more inclusive by removing gendered language.
Council staff have undertaken a review of the Provo City Code after councilors expressed interest in doing the same for the city code.

Why do so many people hate on America?
Seriously. Before the US the world had slavery, indentured servitude, and almost no-one voted. Women couldn't own property but kids could be treated like property.
The US came along and with it a great change. Admittedly it wasn't always pretty and shamefully some change was too hard or took to long but slavery was abolished, women could own property, then vote. Kids were first free to rebel now they control their parents. Sex was released to be free. Drugs and alcohol are there for you. Very few restrictions. Abortions are available and likely at no cost. Kids and even adults can choose their gender and are even free to assume a new identity anytime they like.
Now Provo Utah, conservative capital USA just freed us all from the evils of gendered pronouns.
America is the greatest country ever.
