Nephi had no idea how he was going to obtain the plates from Laban. But through blind obedience, he said I will go and do.
Noah built an Ark by blind obedience, he didn't see any water for many months before completing the task. He was saying, I will go and do.
God seeks those that posses a willing mind, not a rebellious one. The wearing of a mask, if it is such an issue, can be asked of God if it be right. Is rebellion based on humility?
You are confusing God with Government. God is not the government. In fact God and government are diametrically opposed to each other.

No...the fact is is that God is and will be the Government. Check out these scriptures:
Government
When Jesus Christ returns, He will establish a government of righteousness.
The government shall be upon his shoulder, Isa. 9:6 (2 Ne. 19:6).
Render to Caesar the things that are Caesar’s, Matt. 22:21 (D&C 63:26).
Be subject to the higher powers, Rom. 13:1.

Jesus Christ shall be the ultimate governor of the earth, Rev. 11:15.

Why else would God say that the Constitution is for all mankind? Why would he say that he raised up our Founder's for that very purpose?
Doctrine and Covenants 101:80
80 And for this purpose have I established the Constitution of this land, by the hands of wise men whom I raised up unto this very purpose, and redeemed the land by the shedding of blood.
Our Government was meant to be based and ruled by the same Constitution God provided us with.
