Anyone else hearing chatter that the Insurrection act was signed last night by Trump and that he has left D.C.?
Also, can anyone enlighten us as to the implications the Insurrection Act will have on the coming days?

The Insurrection Act was signed in 1807.
It stipulates that the president must issue a proclamation or executive order that whatever insurrection or uprising is impeding the workings of the federal government must disperse, before sending in the military.
So what people are speculating about is whether such a proclamation or executive order has been issued. Of course, if it had, it would be all over the mainstream news and recorded in the federal register. It wouldn't be some secret thing, because publicity is the whole point of a proclamation—it is proclaimed. Most likely here:

The only proclamation I can find in the last 24 hours is one he issued this afternoon, where he finally relented after four days of public pressure and agreed to lower the flags at the White House to half mast in honor of the police officers slain at the Capitol uprising.

Nothing would surprise me at this point. If it is signed, I doubt they would record it yet or the element of surprise is gone. On the other hand, there is also no element of surprise if it is allowed to be leaked that it was signed.

The whole point of the requirement for a proclamation is that there is no element of surprise.
A proclamation that is not publicized is not a proclamation. If he were to send in the military without issuing a proclamation to disperse, he would be in violation of the law.Sec. 334. Proclamation to disperse
Whenever the President considers it necessary to use the militia or the armed forces under this chapter, he shall, by proclamation, immediately order the insurgents or those obstructing the enforcement of the laws to disperse and retire peaceably to their abodes within a limited time.
All of this is moot anyway, because at present, there is no insurrection to be quelled.
The last time the Insurrection Act was invoked was in 1992 with the LA riots following the Rodney King verdict. First, George HW Bush issued Proclamation 6427, satisfying the requirement of Sec. 334 above. Next, he issued Executive Order 12804, invoking the Act to federalize the national guard at the request of California. Finally, he explained all this to the nation that evening in a televised address.
There is no need for rumor-mongering. If the Insurrection Act is invoked, you'll know.
