I think you may be right. Consider the Georgia guide-stones, Illuminati goals & protocols. It’s relatively open about what they’re doing... psychological warfare... which by nature is deceptive catering to herd mentality. Media is controlled, including media that seems to “reveal” secrets other media doesn’t reveal.

But as JP mentioned, like the Tower of Babel parable - when things get too big, those at the top become out of touch with those at the bottom. Most people cannot even manage to get themselves together, let alone a nation or a world government. And look already - so many cling to ideologies even when evil secrets have been revealed. Maybe the Psy Ops involves carefully but subtly/subconsciously getting people to blindly support a pretty-packaged-facade - so it doesn’t matter when puppets are replaced.
