Its true, somewhat.
He did decline to publish it. He told me that the overall members of the church "would not pay attention to it" and he did not feel it was ready. I never heard him say he was "advised not to publish it". He told me that he actually had no intention of publishing it. I was disappointed when I saw it was published under the title "the Cleansing of America" after his death.
Cleon had some problems though, for example, at this time he was also promoting, albiet quietly, the concept that Joseph Smith was actually the Holy Ghost, a thing he told me personally as we were talking in his downstairs library.
I knew Cleon for several years prior to his death. I consider him to be a good and faithful man.
But he was not a fantastic researcher, his texts often play off of folk, or community understanding or interpretation of scripture and contradict other, more disciplined research, in other places he makes claims for which he never provided sources (such as tablets buried in funerary mounds near the black sea attributed to the Tribe of Benjamin), his doctrinal work is interesting, but his claims and sources must be cross referenced for accuracy.

yep. my friend was a friend of his and yes he wasn't supposed to print it. *shrugs* I'm not going to say anything negative I just don't know the full story.
