While I'm glad this horrible policy is in the past, the damage this policy did to thousands of families is incalculable. Despite all the broken families and broken hearts no apology what-so-ever. Honestly how could anyone defend the church. I find the whole thing despicable.
As the list of man made damaging "policies?revelations?" grows, honestly who knows anymore, please realize you don't have to accept and defend every bit of nonsense they "reveal".

And where did you get the idea that no recording is allowed in the chapel? I know no recording is permitted during sacrament meetings, but I have seen recordings take place during other meetings in chapels.

I only have access to the handbook 1 that was accidentally released about a year and a half ago. That version merely says a wedding march is "inappropriate," not prohibited. And it may say that photography or videography is prohibited, but I have seen many meetings other than sacrament meetings recorded without any complaints.
"Inappropriate" is also the current terminology used regarding wedding marches in our church buildings.
