There is one small doctrinal mistake in this source, here it is. Before we came to earth, God gathered all of his children and held a “Grand Council to present His plan for our progression.” Here, we learned that we would all experience trials in mortality. We knew we would be susceptible to disease and death. But “we also learned that because of our weakness, all of us except little children would sin” (Topics: Council in Heaven). There are a small number of those over the age of accountability(baptismal age) who are mentally not accountable in their current state. Enough said.

Everyone's brain has a neofrontal cortex. With intent and practice, it can grow to control impulses. However, it does require intent and practice, and is probably one of the main reasons why we are here. God so lovingly gave us weeds to pull and thorns to torment us most likely so that we could develop the part of the brain that allows us to be agents that act and not be acted upon.
