No, that is not the case.
Others may impact on your life in a negative way contrary to God's will, because they have their agency. He will not stop bad things happening, nor design for them to happen. But he will provide you with the strength and ability to cope with what comes so that you can run and not be weary, and walk and not faint.

If he will not take you out of Jerusalem with Lehi before it is destroyed, you will be taken into Babylon.
If you are taken into Babylon, he may use you to change the hearts of Kings.
If your 11 brothers can't stand you, they may sell you as a slave.
If you're sold as a slave, you may save Egypt and the Israelites.
He'll help out when trouble rises, whether it was His will or the will of another, so long as you ask.

You are meant to act, not only to be acted upon. God needs to have a central role in your life, but that doesn't mean being passive and just letting whatever happen, in my opinion.
There is a time to passively accept, like Job, but there is also a time (with God's guidance) to resist evil.

Why the distinction between three things? Because some things come from God, some things we create on our own, and some things just happen because we live in a mortal world. Regardless you will be supported if you put your trust in God.
