Stewardship - What is it and Where Did it Come From?

I'm confused about a principle and before I go out and seek sources for study, I was wondering if you wise folks here on the FF could enlighten me.

I hear people saying things like, "You can't ask God that and if you do, He won't tell you, because it's not within your stewardship.

What I would like to know is where this idea came from and whether or not it is scriptural, or if it is just a modern day priesthood precept of man.

For example, it has been said that if you have a problem, you should go to your bishop, not a friend, and not a friend's bishop. You should seek counsel from your bishop and Stake President and not seek to counsel them, as they are above you. I know where it says that Christ is the head of the man and the man is the head of the woman, but I can't find anything in the scriptures about not seeking revelation for others if you aren't their parent or bishop.

Here's an attempt to answer your question:
The Hiram Page incident taught us that only the president of the church is entitled to receive revelation to the whole church (D&C 28). Then we have verses like D&C 42:11
11 Again I say unto you, that it shall not be given to any one to go forth to preach my gospel, or to build up my church, except he be ordained by some one who has authority, and it is known to the church that he has authority and has been regularly ordained by the heads of the church.
I think that these kinds of scriptures are the source for the idea.
