I ask, can a civilian make a citizen's arrest against a cop? If cop is treading on the rights of someone, which many cops do every day, can a person that knows their rights under the Constitution make an arrest in defense of the person being trampled on? Are cops above the law? And how are bad cops supposed to be held accountable?

There was some guy in Alaska, I think, a while ago who had set up a network of people, where whenever one of them was stopped or getting flack from police, they'd send out an alert to the network. Anyone who was close by would then stop by and be able to document and add some general supportive pressure. That would be some kind of start. I don't remember this guy's name (I think he often wore a beret) or whatever happened with him or his idea.

Tonite I was told by one of our LDS state legislators that he read on the Church website that bishops were "recommended" to call a person from their ward to remind the members of their civic responsibilities. He cannot remember where he read it, and I looked to no avail. Do any of you know anything about such letter?
