Yes you are correct. Kolob is not a place it is a person as you have correctly identified. It’s such a shame that the vast majority if members don’t understand this simple and beautiful fact. Knowing this, that chapter takes on real meaning :)

I've seen that list before, long, long ago, and it inspired a lot of ideas for what I call "the mythos" which has changed a bit overtime.
It takes place in an alternate universe where Mormons don't exist (they're instead called something else and are a tad different, but are quite correct in their belief and it is confirmed they are when they meet God, well sort of, there's 3 in that universe running around, then the creator of all, who they call One, but we don't have those 3 here, they only exist there).

Mostly I made them something different as I didn't know enough about the LDS church to write a fair story about them.
I did have a funny idea to have a story where Mormons encounter these not Mormons (who I suppose in this will just be an offshoot, like the RLDS).
