“Although each of these factors standing alone would be insufficient to justify the pat frisk of the defendant, the totality of these factors justified…the pat frisk,” Justice Elspeth Cypher wrote. Chief Justice Kimberly Budd argued that the actions of the police were based on speculation, not fact, and do not meet the standard of reasonable suspicion. She worried that the court’s decision allowing the actions of the police will increase racial disparities in policing by inviting officers “to pat frisk first and invent explanations later.”

Five Local Law Enforcement Professionals Graduate FBI National Academy
Federal Bureau of Investigation (FBI) Sacramento Field Office congratulates five local law enforcement professionals on their graduation from FBI National Academy Class #281. Each of the following graduates represents a law enforcement agency based within the 34-county region the FBI Sacramento Field Office serves:
* Director Guillermo Viera Rosa, California Department of Corrections and Rehabilitation
* Lieutenant Kevin Smith, Stockton Police Department
* Lieutenant Michael Green, UC Davis Police Department
* Lieutenant Roman Murrietta, Sacramento Police Department
* Captain Stacy Barr, California Highway Patrol.
The FBI National Academy welcomes approximately 220 law enforcement professionals to the FBI training facility in Quantico, Virginia, annually. Students represent local, county, tribal, state, military, and federal law enforcement agencies from the United States and more than 150 partner nations. Courses during the rigorous, 10-week program include intelligence theory, terrorism and terrorist mindsets, management science, law, behavioral science, law enforcement communication, and forensic science. Students and their respective law enforcement agencies receive tuition, books, equipment, meals, lodging, and travel to and from the training facility at no cost.
Since its founding in 1935, more than 52,700 law enforcement professionals graduated the FBI National Academy. The program originally launched as the “FBI Police Training School” in response to the 1930 Wickersham Commission report recommending standardization and professionalization of law enforcement in the United States though centralized training. At the time, courses included scientific aids in crime detection, preparation of reports, and criminal investigation techniques as well as administration and organization.

The FBI & the Father of FOIA
Published by Patrick G. Eddington at March 16, 2022

I suppose it’s only appropriate that as we celebrate another Sunshine Week that I take a moment to talk about the originator of the Freedom of Information Act (FOIA), the late Representative John Moss (D-CA). It’s particularly apropos in this case, as just this week the FBI released just over 60 pages of previously unreleased material on Moss via a Cato Institute FOIA filed in June 2019. The material covers the period from August 1957 to May 1978. Two of the FBI memos–one dated August 27, 1957, the other February 14, 1963–illustrate why Moss fought so hard to get FOIA passed by Congress.
The August 1957 FBI report describes Moss requesting a report that had been classified SECRET by the Immigration and Naturalization Service (INS), despite the fact that it dealt with taxpayer funded trips around the country for Border Patrol agents to engage in rifle and pistol matches under the rubric of “emergency war planning.” Moss persisted in his request until INS shared the clearly improperly classified report with the relevant Congressional committees.
The February 1963 FBI memo details a request by Moss, then chairman of the House Special Government Information Subcommittee, for the wartime records of the Office of Censorship. In this case, Moss had an ally in the National Archives, which argued that the records–which at that time required Presidential approval to be released–should be made available to Moss. The records included, among other things, “voluminous microfilm records of actual postal intercepts.”
It was battles like these and others with Executive branch agencies and departments that happened between 1954 and 1965 that motivated Moss to introduce the FOIA legislation in the first place. But the intransigence of those agencies and departments has never gone away. The FOIA has been amended multiple times since it went into effect in 1966, more often than not in order to try to prevent Executive branch components from subverting the law through interminable delays, unjustified redactions on a regular basis, or the frequent invocation of other statutes that allow an FBI, CIA, or NSA to withhold information that should absolutely be released.
Just over a year ago, the Government Accountability Office (GAO) released a report on those so-called FOIA exemption (b)(3) statutes and how often they are invoked. I’ll let the GAO’s executive summary paragraphs speak for themselves:
“In fiscal years 2010 through 2019, federal agencies claimed a total of 256 statutes as the basis for withholding requested information using Freedom of Information Act (FOIA) exemptions known as (b)(3) exemptions. During this time, 91 agencies reported withholding information using at least one of the 256 statutes a total of more than 525,000 times. The most-commonly used statute related to withholding records pertaining to the issuance or refusal of visas to enter the United States (8 U.S.C. § 1202(f)).
“Agencies’ use of (b)(3) exemptions more than doubled from fiscal year 2012 to fiscal year 2019 while the number of FOIA requests processed increased 32 percent. At the same time, full denials of requests based on a statutory exemption increased by 10 percent and partial denials, when an agency provided the requester with some, but not all, of the information requested, increased by 76 percent.”
Among the top offenders: DHS, CIA, and DoD–specifically NSA. Indeed, I’ve had direct experience dealing the NSA’s misuse of its own (b)(3) statute, which I’ve described as a de facto criminality shield.
This week, the Biden administration took a small step in the direction of promoting greater compliance with FOIA.
On March 15, Attorney General Merrick Garland issued a memo to the heads of all Executive branch agencies and departments directing them to “apply a presumption of openness in administering the FOIA and make clear that the Justice Department will not defend nondisclosure decisions that fail to do so” and that agencies cannot “withhold information based merely on speculative or abstract fears or fears of embarrassment.”
But there’s far less to Garland’s memo than meets the eye. It’s one thing to say the Department won’t defend bad FOIA decisions by agencies and departments. But it’s another thing to take action to deter such misconduct in the first place, or punish it once it’s exposed.
Garland included no language threatening to investigate and prosecute federal officials who misuse FOIA to conceal waste, fraud, abuse, mismanagement, misconduct, or criminal acts. Without that threat, I expect the CIA, NSA, FBI, DHS and other security-related agencies to continue to improperly classify and withhold records from the public.
Garland should also have instructed Justice Department attorneys currently defending FOIA denial decisions by federal agencies and departments to re-examine the validity of agency and department claims on the need for denials, and to mandate far higher production rates for records deemed releasable. Playing legal guerilla warfare in federal court to try to prevent disclosure of data has become an entirely too common tactic employed by Executive branch components. It needs to end.
The memo Garland issued will only be valid for as long as the current Administration is in power. What’s needed is a fundamental overhaul of FOIA that eliminates or sharply narrows existing exemptions and that makes it a federal felony for any official to misuse the classification system or administrative control caveats to conceal government wrongdoing or failures. If he were alive today, I’m certain John Moss would be appalled and outraged at how Executive branch elements have continued to try to thwart citizen-driven government transparency efforts. The best way we can honor his legacy is to pursue his objectives with the same passion and fierceness he did in life.

A review of “Hoover’s FBI and the Fourth Estate: The Campaign to Control the Press and the Bureau’s Image” by Matthew Cecil, University Press of Kansas, 355 pages, $34.95
Matthew Cecil, a communications professor at Wichita State University, has resolved a conundrum that’s bedeviled me since 1970, when I was a fledgling investigative reporter.
I had just completed my first interaction with the Federal Bureau of Investigation, the supposedly crackerjack national law enforcement agency. But the crackerjack part escaped me. My initial experience suggested an agency that produced inaccurate information inefficiently, failed to respect the constitutional liberties of View article …

Trump’s mentor: another sociopathic paedophile child-trafficker in the mix; from Roy Cohn to Epstein and Maxwell.

Roy Cohn — The CIA Pedophile Ring Leader of An Evil Mechanism of Political Control
How do you control a politician? Compromise him. Secretly video-tape him having sex with someone other than his wife – like a prostitute or a child – and use that videotape to blackmail him. It’s that simple. The mastermind of such operations in the US for more than thirty years was Roy Cohn.
Cohn was the right-hand man of Senator Joseph McCarthy during the early 1950’s witch-hunt against alleged Communists. He allied himself with top Republicans like Richard Nixon and Ronald Reagan. Cohn held a leadership position with the Western Goals Foundation and the Council for National Policy – two powerful conservative think-tanks with ties to the riches and most powerful people in the US. Cohn’s law practice had deep ties to organized crime, as well as the Catholic Archdiocese of New York. He was also a close ally of Donald Trump. What has become increasingly clear is that Cohn was the CIA mastermind behind Washington’s pedophile blackmail network, which is alive and well today.
Cohn was allied with Grover Norquist, who helped augment the use of the Muslim Brotherhood as both a friend and bogeyman of US foreign policy. Cohn was also allied with John Singlaub, one of the arch-conspirators of the Reagan WhiteHouse who performed assassinations and drug-running on a massive scale.
He was allied with Larry MacDonald, who, after trying to expose the truth of high crimes in high places, was killed along with everyone else aboard KAL007 over Russia in 1983. And of course the circle wouldn’t be complete without mentioning Oliver North, arch-conspirator behind the Iran-Contra affair. All of this nefarious criminal activity has its origins with the post-WWII Odessa Network of transplanted Nazis in the US run by

FBI War on Boston Witnesses
In the six months since the Boston Marathon bombing, the FBI has by all appearances been relentlessly intimidating, punishing, deporting and, in one case, shooting to death, persons connected, sometimes only tangentially, with the alleged bombers.
All of these individuals have something in common: If afforded constitutional protections and treated as witnesses instead of perpetrators, they could potentially help clear up questions about the violence of April 15.  And they might also be able to help clarify the methods and extent of the FBI’s recruitment of immigrants and others for undercover work, and how that could relate to the Bureau’s View article …

Madeline Brown

On 24th February, 1992, Brown gave an interview on the television show, A Current Affair. Brown claimed that on the 21st November, 1963, she was at the home of Clint Murchison. Others at the meeting included J. Edgar Hoover, Clyde Tolson, John J. McCloy, Richard Nixon, Harvey Bright and Haroldson L. Hunt. At the end of the evening Lyndon B. Johnson arrived: "Tension filled the room upon his arrival. The group immediately went behind closed doors. A short time later Lyndon, anxious and red-faced, re-appeared. I knew how secretly Lyndon operated. Therefore I said nothing... not even that I was happy to see him. Squeezing my hand so hard, it felt crushed from the pressure, he spoke with a grating whisper, a quiet growl, into my ear, not a love message, but one I'll always remember: "After tomorrow those goddamn Kennedys will never embarrass me again - that's no threat - that's a promise."

KPFA Interview with City Auditor Jenny Wong about BPD Overtime

Read the full BPD Overtime Audit published March 3, 2022. This audit was for Fiscal Year (FY) 2015 to FY 2020.

Notable findings include that BPD exceeded their allotted overtime budget by $4.8 million in FY 2020. It tracked a pattern of the police department exceeding their overtime budget over the five years of the audit. The audit also found that BPD contracts out officers as private security for businesses. In fact, 53% of police overtime hours logged in 2020 was working as private security for the Apple store.

We recommend reading the full overtime audit!

The City Auditor also audited calls for service, officer-initiated stops, and police responses in their April 2021 report, which can be read here. (note: the report we linked to, which is the one listed on the Auditor's Website, seems to have been updated July 2021). To our knowledge, there has yet to be follow-up on the recommendations from this stop data report 12 months ago, despite the police department committing to implementing the recommendations within 4-6 months.

Don’t forget to floss: the science behind dementia and the four things you should do to prevent it
…Which single intervention could reduce dementia risk the most? The answer is one that even some researchers find surprising: preventing hearing loss. Globally, hearing impairment is believed to account for about 8% of dementia. Hearing loss means less stimulation for the brain, but also more social isolation for the individual. The brain appears to shrink more rapidly, or at least the temporal lobes, which focus on sound processing, emotions and memories. What’s striking is that the link between hearing loss and dementia is all but absent if people wear hearing aids. Livingston believes this is a huge opportunity. While people with poor eyesight tend to have it corrected, a large proportion of those who cannot hear well either think other people mumble, or are reluctant to wear a hearing aid. Correcting hearing loss as well as we correct poor sight could be a gamechanger, if enacted globally. “I think wearing a hearing aid is still stigmatised,” Livingston says, but she wonders, with more and more people now wearing earbuds, whether that barrier will soon fall too…

The inside story of how the FBI’s top brass intervened to protect top Democrats
By Thomas Lifson
Jerry Dunleavy, an excellent political reporter at the Washington Examiner, has used Twitter to publish what he correctly labels a “scoop,” and he has crafted a must-read. Using my words, not his, he found a source, “a former FBI official from the counterintelligence world,” who explained how a notable coverup worked.  He eschews such conclusory language and wisely sticks to a straightforward facts-first reporting style.
FBI agents started investigating potential Chinese spies Russel Lowe and Fang Fang, who had gotten very close to Dianne Feinstein and Eric Swalwell, respectively.
According to the former FBI official from the counterintelligence world, the FBI had FISA surveillance up & running on Fang (who was targeting numerous politicians in Calif

GOP Rep. Moore: FISA Section 702 Reauthorization on the Table to Counter FBI Stonewalling Congress

https://www.eff.org/702-spying
Decoding 702: What is Section 702?
Why can the U.S. government collect my emails?
Under authority ostensibly granted by something called Section 702, the U.S. government routinely collects and searches the online communications of innocent Americans without a warrant through what are commonly called “upstream” and “PRISM”  (now called “downstream”) surveillance.
Section 702 is a surveillance authority passed as part of the FISA Amendments Act in 2008. That law amended the Foreign Intelligence Surveillance Act of 1978.
Section 702 is supposed to do exactly what its name promises: collection of foreign intelligence from non-Americans located outside the United States. As the law is written, the intelligence community cannot use Section 702 programs to target Americans, who are protected by the Fourth Amendment’s prohibition on unreasonable searches and seizures. But the law gives the intelligence community space to target foreign intelligence in ways that inherently and intentionally sweep in Americans’ communications.
Currently, Congress has to renew Section 702 every few years. It was last renewed in 2018 and is set to expire at the end of 2023.
The bill that was most recently passed, S. 139, endorses nearly all warrantless searches of databases containing Americans’ communications collected under Section 702. It allows for the restarting of “about” collection, an invasive type of surveillance that the NSA ended in 2017 after being criticized by the Foreign Intelligence Surveillance Court for privacy violations. And it includes a six-year sunset, delaying Congress’ best opportunity to debate the limits NSA surveillance.

May 19, 2023
The FBI is in hot water for misusing a powerful surveillance tool nearly 300,000 times in 2020 and early 2021, including to search for information about Americans linked to the Jan. 6, 2021, attack on the U.S. Capitol or arrested during Black Lives Matter protests.
The tool in question is a vast database known to the intelligence community as Se

https://www.aclu.org/issues/national-se ... n-702-fisa
WARRANTLESS SURVEILLANCE UNDER SECTION 702 OF FISA
Under Section 702 of the Foreign Intelligence Surveillance Act (FISA), the U.S. government engages in mass, warrantless surveillance of Americans’ and foreigners’ phone calls, text messages, emails, and other electronic communications. Information collected under the law without a warrant can be used to prosecute and imprison people, even for crimes that have nothing to do with national security. Given our nation’s history of abusing its surveillance authorities, and the secrecy surrounding the program, we should be concerned that Section 702 is and will be used to disproportionately target disfavored groups, whether minority communities, political activists, or even journalists.
Section 702 is set to expire at the end of 2023. We call on Congress to significantly reform the law, or allow it to sunset.

Section 702 of FISA: A “Foreign Intelligence” Law Turned Domestic Spying Tool
Overview
In 2008, Congress passed Section 702 of FISA to give the government greater powers to conduct warrantless surveillance of suspected foreign terrorists. The law allows the National Security Agency (NSA), when collecting information inside the United States or from U.S. companies, to target almost any foreigner abroad and acquire all their communications without an individualized court order. Congress explicitly prohibited the targeting of Americans, and it charged the FISA Court with approving the program and its procedures once a year.
Although purportedly targeted at foreigners, Section 702 has become a rich source of warrantless government access to Americans’ phone calls, texts, and emails. Since Section 702 was last reauthorized, a series of disclosures has revealed the extent of this problem. In 2021 alone, the FBI conducted up to 3.4 million warrantless searches of Section 702 communications to find Americans’ information. This has turned Section 702 into something Congress never intended: a domestic spying tool.
Other equally serious problems have emerged. The secret and one-sided nature of FISA Court proceedings has undermined the court’s ability to conduct

I Spy with My Little FBI… Massive FISA Violations

KAI KNORR 05/25/23

The FBI has pulled off the impressive feat of getting both parties to agree on something. Republicans and Democrats alike expressed outrage at the Bureau after recent revelations of illegal spying on Americans, including Black Lives Matter protesters and people involved in the January 6th insurrection.
This scandal comes soon after the FBI vowed to stop abusing its powers under the Foreign Intelligence Surveillance Act (FISA). The Bureau has unveiled a new set of rules for its agents aimed at curbing wrongful surveillance of US citizens, but privacy advocates and a Democratic lawmaker say the new policies won’t put an end to these sorts of abuses.
This unconstitutional surveillance stems from Section 702 of the Foreign Intelligence Surveillance Act (FISA), which gives the FBI a broad mandate to spy on foreign targets without a warrant. The Bureau uses this “critical national security tool” to root out terrorist plots and espionage against the US.
When the Bureau intercepts the phone calls, texts, and emails of foreigners outside the United States, it also collects the data of the Americans whom these foreign targets contact. This can help the FBI uncover the American contacts of shady actors overseas.
However, it also gives the FBI the power to warrantlessly spy on US citizens who happen to contact foreign targets — whether they are involved in criminal activity or not.
“The trouble for civil liberties of Americans happens when people overseas call someone in the United States,” said Matthew Guariglia, senior policy analyst at

A groundbreaking work of investigative journalism, The Terror Factory: Inside the FBI's Manufactured War on Terrorism exposes how the FBI has, under the guise of engaging in counterterrorism since 9/11, built a network of more than fifteen thousand informants whose primary purpose is to infiltrate Muslim communities to create and facilitate phony terrorist plots so that the Bureau can then claim it is winning the

FBI SNITCH SENTENCED TO LIFE
In the series of trials which followed the capture of the Ohio 7, the government relied heavily upon the testimony of an informant named Joseph Aceto (aka: Joseph Balino), a former member of Statewide Correctional Alliance for Reform (SCAR), a prisoners-rights organization founded in Portland, Maine during the early 1970s by Tom Manning and Ray Luc Levasseur.  Aceto offered considerable "evidence" concerning the original formation of the SMJJ, its evolution into UFF, and supposedly first-hand recollections of the defendants' having described their bombing and bank-robbing exploits to him. Only later did it emerge conclusively that the government's star witness had consistently lied under oath, passing off third-hand gossip and utter fabrications as conversations in which he himself had participated.   It also came out that Aceto had been diagnosed as psychotic and administered heavy doses of the tranquilizer Mellaril - to "increase his veracity" - prior to testimony.   To top things off, it was revealed that, in exchange for such testimony, the FBI had arranged for him to be released from prison where he was serving a life sentence for a brutal stabbing murder and placed on the federal witness protection program (a package with an $800 per month stipend).   All this information had been withheld from the defense - and consequently from the jury - at trial.

SUSPICIOUS DEATH HANGS OVER INSLAW CASE
By JACK ANDERSON and
MICHAEL BINSTEIN
August 31, 1992
A draft House Judiciary Committee report details a string of suspicious circumstances surrounding the apparent suicide of a free-lance reporter. Joseph Daniel Casolaro was found last August in a hotel room in Martinsburg, W.Va., with his wrists slashed just days after telling friends he was closing in on cracking his yearlong investigation into a far-flung government conspiracy that he called the "Octopus."
Casolaro was on the trail of the twisted tale of Inslaw, a small Washington-based computer company embroiled in a six-year legal dispute with the Justice Department. Inslaw charges that Justice conspired to pirate its software and drive it into bankruptcy. Represented by former attorney general Elliot Richardson, Inslaw's claims were upheld by two different federal judges, but after a successful appeal by the Justice Department, the case is now headed for a new trial.
In the course of his probe, Casolaro stumbled across evidence that he believed linked the Inslaw dispute to deeper intrigues, including the Iran-contra scandal, the BCCI affair and the pre-Persian Gulf War arming of Iraq.
The Judiciary Committee report, due out soon, concludes:
"Based on the evidence collected by the committee, it appears that the path followed by Danny Casolaro in pursuing his investigation into the Inslaw matter brought him in contact with

The PROMIS scandal, once labelled ‘the scandal that wouldn’t die,’ lives on according to a recent FBI FOIA response. The affair centered around the government’s theft of the PROMIS software, a forerunner to the infamous PRISM, and the far-reaching fallout which allegedly included everything from fraud, to covert operations and surveillance, to Danny Casolaro’s mysterious death, and remains the subject of an investigation decades after the Department of Justice declared the matter officially closed.
The FBI’s response also reveals that the Congressional investigation was compromised, and additional files on the subject have been alternatively lost or

SEALED JEFFREY EPSTEIN COURT DOCUMENTS NAME AT LEAST 1,000 PEOPLE. A JUDGE MUST DECIDE WHETHER TO RELEASE THEM
Sealed Jeffrey Epstein Court Documents Name at Least 1,000 People. A Judge Must Decide Whether to Release Them
BY MADELEINE CARLISLE
SEPTEMBER 4, 2019 6:49 PM EDT
The names of at least 1,000 people appear in sealed court documents associated with Jeffrey Epstein, a court heard on Wednesday. Whether to make them public is the latest skirmish in a years-long legal battle that continues to play out even after Epstein’s death.
The revelation came after attorneys for a “John Doe” asked a federal judge in New York not to release the names of people who were not directly involved with the 2015 defamation lawsuit filed by Epstein accuser Virginia Roberts Giuffre against Epstein’s longtime confidante Ghislaine Maxwell.
The case was settled in 2017, but the details are only just now emerging. A day before Epstein’s death in August, a massive cache of documents from the suit was unsealed––revealing accusations against prominent figures, including former New Mexico Gov. Bill Richardson and former Sen. George Mitchell. Within the files, Giuffre alleged Maxwell acted as Epstein’s “madame” and was “one of the main women” whom Epstein used “to procure under-aged girls for sexual activities.”

75 Years After Pearl Harbor, the FBI Continues to Withhold Evidence
ANTHONY SUMMERS AND ROBBYN SWAN
Seventy-five years after the attack on Pearl Harbor, we still don’t know whether the Japanese strike could have been prevented because the FBI is refusing to release key documents. Is the Bureau hiding a huge intelligence blunder?
Freedom of Information Act (FOIA) requests show that, even today, the Federal Bureau of Investigation (FBI) is withholding thousands of pages of documents relevant to intelligence obtained before Japan’s 1941 attack on Pearl Harbor. The files involved were not supplied to the nine subsequent official enquires into the disaster. As a consequence, even now, there has been no adequate investigation of how the Bureau and other agencies handled the pre-attack intelligence. Instead, the commanders in chief in Hawaii at the time, the Navy’s Admiral Husband E. Kimmel and the Army’s Lieutenant General Walter Short, bore the brunt of the blame.
Enough is known about two of the withheld files to establish that they relate to Japanese espionage in Hawaii. One, the FBI has told us, contains more than 2,500 pages relating to 1941 alone. A copy of a document from the file, which we discovered among released State Department files, may explain the withholding. It shows that an FBI source identified Japan’s most important spy in Hawaii, a consular official using the name Tadashi Morimura, nearly five months before the attack.
This crucial bit of intelligence, however, led to no breakthrough in divining the intentions of the Japanese military. Instead, Hoover’s agents squandered this and other opportunities to find out what Japan was planning:
More than a year before the attack, the FBI had identified a German resident in Hawaii, Otto Kühn, as a possible spy for Germany’s ally, Japan. It noted that Kühn was living beyond his means and often entertained US military personnel

Pearl Harbor Attack Cover-up
Did State Department employees falsify the historical record to cover up evidence that would blame them for intelligence failures before the Pearl Harbor attack? The long-hidden “Bally’s Project” documents say they did.
This article appears in: Winter 2018

BACKSTORY: Although for the past 75 years history has had little to say about “Bally’s Project,” an effort to falsify State Department records to remove evidence of gross miscalculations prior to the attack on Pearl Harbor—the author recently discovered a small file of documents in the Frank A. Schuler, Jr. Papers, 1932-1991, at the Franklin D. Roosevelt Presidential Library and Museum in Hyde Park, New York, that corroborates the existence of Bally’s Project and details the deception that went on behind locked doors.

Did FBI Director Hoover Know Of Pearl Harbor?
By Thomas O'Toole
December 2, 1982
In the war of words over who was to blame for the surprise Japanese attack on Pearl Harbor 41 years ago, fresh evidence is emerging that the late FBI director J. Edgar Hoover had a hand in the intelligence bungles that led the United States to heed none of the warnings that the invasion was imminent.
The new evidence is supplied by Michigan State University historians John F. Bratzel and Leslie B. Rout Jr., who write in the current issue of The American Historical Review that Hoover received a double warning more than three months before the attack that the Japanese were thinking of making a surprise aircraft attack on the American fleet in Pearl Harbor.

Farewell America: The Plot to Kill JFK
by James Hepburn (Author), William Turner (Author)

https://spartacus-educational.com/JFKturnerW.htm
William Weyland Turner
William Weyland Turner was born in Buffalo, New York, on 14th April, 1927. At seventeen he enlisted in the United States Navy. During the Second World War he served on board an LST in the Pacific.
After the war Turner enrolled at Canisius College, a Jesuit school, and in 1949 obtained a degree in chemistry. Turner also played semi-professional baseball and ice hockey.
Turner joined the Federal Bureau of Investigation (FBI) in 1951. He worked for the FBI for ten years but grew increasingly concerned with the way J. Edgar Hoover ran the organization. Turner became convinced that Hoover was placing too much emphasis on the dangers of the American Communist Party. Instead, he felt he should be using more resources to tackle organized crime. In 1961 Turner was dismissed from the FBI. He hired Edward Bennett Williams and sued the FBI but lost. However he did manage to get anti-Hoover testimony by other agents into the record.
Turner became a journalist. In 1963 he investigated the assassination of President John F. Kennedy and concluded that he was the victim of a conspiracy. Later he worked with Jim Garrison, the district attorney of New Orleans. Turner and Garrison argued that a group of right-wing activists, including Guy Bannister, David Ferrie, Carlos Bringuier and Clay Shaw were involved in a conspiracy with the Central Intelligence Agency (CIA) to kill Kennedy. Turner and Garrison claimed this was
