A covenant and deed that can not be broken is a covenant between God and Man, not Government and Man. Government can and does break contracts all the time.

As far as the land once paid for it should be considered owned in full by the family. Property tax are a form of theft, and illegal according to scripture.

A government and nation under God, serving him faithfully, or corporation, or church or synagouge, seeking to fulfill his will, as the government and kingdom set up by Melchizedek or city set up by Enoch, simply keeps the commandments which he has given them, and always remembers him, that they might have his spirit to be with them, even also as King Lamoni and his people did, once they received a change of heart, from the labors and service rendered and instructing done, by our fellow servant Ammon, who did feed his sheep faithfully, the word of God.

A nation serving God such as the city of Enoch, or the City of Salem, or the Nephites at Bountiful, unfortunately at present time does not exist in all the Earth.

Even in the city of Nauvoo when Joseph Smith revealed the doctrine of sealing, the people rejected it. They demanded he renounce it. He was left with no choice but leave his dinner table and take back the revealed word of God. Even his own counselors failed to stand by him. So much for one heart and one mind.

Truly a labor of love, to continue to feed his sheep, and his lambs, with his words, faithfully, until the scriptures be fulfilled, where Ephraim shall say:

"What have I to do any more with idols?" (Hosea 14:8)

Yes, that Ephraim gets with Judah, and together they forsake their trangressions and sins, be cleansed, and serve God as a nation under him, in peace and goodwill, as written in Ezekiel 37:15-23.

And as written in Jacob 5:72-74, become like unto one body, and the fruits equal, most precious unto the LORD, from the beginning.♡

Equal in all things, as all things are from God. No man has created anything "ex nihilo" by his own power or means. We are all dependent upon that which God created, none of us own anything that is God's. None of us are yet joint heirs with Christ, so have no claim on such things. Are all men created equal before God? Yes, all of them.

What are we to do about inequality then? Good to know what the Lord has said about consecration especially those who have made Covenants to live this law.

When the church sets this example, the nations of this earth may see how it's people prosper, and say, "What a wonderful idea." Yes, to help your people to have "equity", and see also, that this is the will of God, and begin to help with this.♡

Put "equity" into the hands of the members, they can take to a bank, to get a loan, for furniture, appliances, tools, services they need, and this will improve not only the members lives, but put many to work, producing the furniture ect, and providing services needed from those loans.

Equity sitting in the hands of the church, or governments, puts no one to work, as when you put it into the hands of your individual members or citizens, where they can get individual loans, to improve not only their own lives, but the lives of others, from the things they purchase, and create a need for others to work, to produce, these things and services.

God has had written a promise, that the people and nation, that turns not to the right hand or to the left, from his law, to divide the land for inheritances, shall prosper and have good sucess; yes, great wisdom, imparted for his children, who hearken unto him.♡

Although not perfect by any means, here in the UK we have a system where, following a qualifying period, a social housing tenant has the right to buy the house from the governnent at a discount.
Some tenants can get anything up to a 50% discount. Sometimes even more. I knew someone a few years ago who had been a tenant for nearly 30 years, and who was able to buy their house at an 80% discount.

This is actually a good thing to see, now if the process of giving this discount could be quickened to get 100%, sooner the better.

All the good done to assist individuals to have equity, is a wonderful thing.♡

Law should be established where a home, of the poor and needy, cannot be taken away for non payment of taxes.

That hardship permits, always be granted, in these cases, where they are free, from taxes, so long as they are in this state, where it would be a hardship, and oppressive to have to pay taxes ♡

Historical Background
The Saints in New York had been commanded to gather to Ohio (see D&C 37:3; 38:32). The Lord commanded those Saints already living in Ohio to prepare for the influx of newcomers by giving of their lands to those immigrating, or, if they did not have lands to give, to help them buy available land. In good faith the Colesville Branch arrived in Thompson, Ohio, and settled on lands offered to them by other members of the Church. Shortly thereafter the offer was withdrawn, and the Saints from Colesville were forced to seek other places to live.

Newel Knight was appointed by the Colesville Branch to ask Joseph Smith to inquire of the Lord what they should do. B. H. Roberts recorded the following about these events: “It is difficult to determine with exactness in what the transgressions of the Saints at Thompson consisted; but it is evident that selfishness and rebellion were at the bottom of their trouble, and that Leman Copley and Ezra Thayre were immediately concerned in it. The Saints comprising the Colesville branch, when they arrived at the gathering place, in Ohio, were advised to remain together and were settled at Thompson, a place in the vicinity of Kirtland. … It is evident that some of the brethren already living at Thompson, had agreed to enter into the law of consecration and stewardship with the Saints from Colesville; and that afterwards they broke this covenant. Among these were Leman Copley and Ezra Thayre. ‘A man by the name of Copley,’ says Newel Knight in his journal, ‘had a considerable tract of land there [in Thompson] which he offered to let the Saints occupy. Consequently a contract was agreed upon, and we commenced work in good faith. But in a short time Copley broke the engagement, and I went to Kirtland to see Brother Joseph,’ etc. (Scraps of Biography, in which is published Newel Knight’s journal, ch. vi.) Of this matter, John Whitmer, then the Church Historian, writes: ‘At this time [the early part of June] the Church at Thompson, Ohio, was involved in difficulty because of the rebellion of Leman Copley, who would not do as he had previously agreed, which thing confused the whole Church, and finally the Lord spake through Joseph the Prophet, saying:’ He then quotes the revelation to Newel Knight. … —(John Whitmer’s History of the Church, chap. viii.)” (In History of the Church, 1:180n.)

Notes and Commentary
D&C 54:2. What Was the Office to Which Newel Knight Was Appointed?
Newel Knight had been appointed to lead the Colesville Saints according to the instructions given in Doctrine and Covenants 38:34–36.

D&C 54:3. How Might One Escape His Enemies, No Matter Who They Are?
The Colesville Branch was warned of enemies from whom they were to escape. Although their enemies were not specifically identified, the method of escape was clearly defined. The Prophet Joseph Smith taught: “Salvation is nothing more nor less than to triumph over all our enemies and put them under our feet. And when we have power to put all enemies under our feet in this world, and a knowledge to triumph over all evil spirits in the world to come, then we are saved, as in the case of Jesus, who was to reign until He had put all enemies under His feet, and the last enemy was death.” (Teachings, p. 297.)

On another occasion the Prophet said: “Salvation is for a man to be saved from all his enemies; for until a man can triumph over death, he is not saved. A knowledge of the priesthood alone will do this.” (Teachings, p. 305.)

D&C 54:4. What Covenants Were Broken?
It is apparent that Leman Copley and Ezra Thayre had agreed to provide land for the Colesville Branch and then had gone back on their word.

D&C 54:7–9. “Take Your Journey” and “Seek Ye a Living Like unto Men”
After their failure to obtain land in Kirtland, the Colesville Saints were directed to leave Ohio and go to Missouri; but since they would arrive in Missouri before the Lord’s commandments concerning the law of consecration would be fully implemented, the Lord told them how to act until they could be properly included in the united order.

This would only put many back to work if the economy was based on local manufacturing. Good to know what the Lord has said about globalization vs localization of the economy.

Interesting how quickly people and governments, can turn away from the simple law of divide the land for inheritances for all.

"For unto this people shalt thou divide the land, which I sware unto their fathers to give them."

"Turn not from it to the right hand or to the left, that thou mayest prosper whithersoever thou goest."

See the law given in Joshua 1:6-8 and again in D&C 42:30-55.

And how Enoch established this "no poor among them" in Moses 7:18-19 and Melchizedek established this peace in JST Genesis 14:33-40, and Alma 13:13-19, and Peter this "all things common among them" in Acts 2:44 and Acts 4:32-34 and again witness is given in 3rd Nephi 26:19 of "all things common among them" and witness again in 4th Nephi verse 3 "all things common among them", and how else than by keeping God's command to divide the land as well for inheritances for all?♡

Yes, a land of righteousness and justice, liberty and equity for everyone.

A covenant and a deed, that will not be broken, for land and home, given unto the poor and needy, by the fellow servants of God, as he has instructed his people to do.

Who among the leaders, in power and control, hear his voice, and does obey, and does hearken unto God?♡

Best place to start is within the House of Ephraim, where the call has gone out from the Eternal Father, and honor and election, for them to set this up, to be a light and an ensign, unto all the nations of this earth, to hearken unto the voice of God.♡
