What were they binding and loosing?

Matthew 18:18 Verily I say unto you, Whatsoever ye shall bind on earth shall be bound in heaven: and whatsoever ye shall loose on earth shall be loosed in heaven.

This was written about 1800 years before Joseph's time. What was being bound and loosed? And to which "heaven"?

It concerns the sealing power God has granted to His servants. This was the Lord's way of saying that when His servants act by the power of the priesthood that what they do on earth will be honored by God in heaven.

Thank you, laronius. Can you give me some examples of what was being bound; as well as some examples of what was being loosed?
My first thought, though not a specific example, is D&C 82:10

I, the Lord am bound when ye do what I say; but when ye do not what I say, ye have no promise.

When God extends promises to us by way of covenant his perfection binds him to fulfill his part so long as we do ours. But when we fail he is then loosed from the contract and under no obligation to bless us. So I guess you could say that it is God and man who are bound, though only God can be loosed.

In looking up the above scripture I found another interesting passage which I have not had time to consider yet. Perhaps you have some insight. D&C 128:14

Howbeit that was not first which is spiritual, but that which is natural; and afterward that which is spiritual. The first man is of the earth, earthy; the second man is the Lord from heaven. As is the earthy, such are they also that are earthy; and as is the heavenly, such are they also that are heavenly. And as are the records on the earth in relation to your dead, which are truly made out, so also are the records in heaven. This, therefore, is the sealing and binding power, and, in one sense of the word, the keys of the kingdom, which consist in the key of knowledge.
