LOS ANGELES — After assessing the hilly terrain around a Sunland house where a homeless man had holed up one morning in May 2017, the Los Angeles Police Department's heavily armed SWAT team requested more firepower — and got it in the form of a helicopter equipped for "aerial shooting," dubbed "Sniper-1."

By the time they'd left the scene hours later, the team had fired more than 40 rounds at 29-year-old Anthony Soderberg, including more than a dozen from the helicopter — a first in LAPD history. Many of the rounds were fired from hundreds of feet away, and many came after a bloodied and unarmed Soderberg had exited the home, rolled off the edge of a patio and dropped into a ravine, where he'd later be pronounced dead.

In San Diego, ‘Smart’ Streetlights Spark Surveillance Reform - my finance tale

A homicide detective looked up from the scene of a fatal shooting in San Diego’s Gaslamp District in August 2018 and saw something unusual: The streetlight glowing overhead didn’t look like a normal streetlight.

That’s because it wasn’t. The LED light on the pole was also equipped with an optical sensor. As it illuminated the city, it was capturing 24-hour video footage of the scenes beneath it.

“We had no idea what the quality of video would be, or what it would capture,” said Jeffrey Jordon, who leads special projects and legislative affairs for the San Diego Police Department. “The first time we saw it we were like, ‘Holy cow, that’s really good video.’”

The San Diego Police Department knew that the city had been recently outfitted with a few thousand such “smart” streetlights, installed to monitor car and foot traffic, Jordon says. But until that moment, he said the department had not yet thought to ask the city for the light’s recordings.

Even before the COVID-19 pandemic forced the federal government into emergency spending mode, agencies—including the Defense Department—were on pace to blow past the single-year contract spending record of $598 billion set in fiscal 2019.

As of Aug. 5, the federal government has obligated $438 billion in spending, with agencies expected to unload almost $200 billion more before the close of the 2020 fiscal year on Sept. 30, according to a Bloomberg Government analysis. The government typically spends about one-third of all money appropriated by Congress in its fourth quarter—July, August and September—since most money unspent is returned to the Treasury.

“We’ve been saying at the end of fiscal 2020, total government spending is likely to be around $630 billion,” Daniel Synder, director of government contracts analysis at Bloomberg Government, told Nextgov. “That was before we factored anything related to the CARES Act or COVID-19 spending.”

Seattle City Council passes proposals to defund the police | One America News Network

The Seattle City Council recently passed a series of amendments aimed at cutting the city’s police department budget. On Wednesday, the council voted to eliminate the homeless encampment navigation team and reduce the department’s sworn personnel.

39 other budget proposals are still awaiting a final vote. One policy would cut at least 100 officers.

However, both the city mayor and police chief have criticized the council’s rush to strip the department’s funding.

The Law Society of Scotland, which represents the nation's attorneys, and some members of Parliament have warned the Scottish government that a proposed hate crimes bill is much too vague. The law would make it illegal for people to spread "threatening, abusive or insulting material" no matter what their intent is. "Under these proposals, a person can be criminalized for behavior which another person finds insulting, whether they have meant it or not, which sets an alarming legal precedent and differs from law in England and Wales," said lawmaker James Kelly. "The terminology within these proposals is concerning, especially around the use of 'insulting'—which is subjective and could cause serious legal confusion."

Chicago is doubling down on efforts to enforce its emergency coronavirus travel order, as officials will now be reviewing the social media posts of possible violators as the pandemic continues.

Public health authorities shared the update during a news conference earlier this week, revealing that officials may check the social feeds of suspected offenders to collect evidence for a possible citation, according to USA Today. The outlet reports that suspected violators will be identified as such through “contact tracing or other measures."

A Depression-Era Idea Gets a New Look: Local Money - Bloomberg

Fans of “complementary currency” are betting that this Depression-era idea for keeping towns alive by printing local money can prove its worth as pandemic relief. 

In a back room of the Tenino Depot Museum, a modest sandstone building in a city of less than 2,000 in Washington State, there is a rickety old machine that officials believe could help save the community from looming economic collapse: With it, money is literally being made from trees.

Printed on postcard-sized sheets of planed maple veneer by Tenino’s only resident expert using an antique 1890 Chandler & Price letterpress, these “wooden dollars” are being handed out to locals suffering financial hardship. Pegged at the rate of real U.S. dollars, the currency can be spent everywhere from grocery stores to gas stations and child care centers, whose owners can later exchange them.

“We want this to be a symbol of hope,” says Tenino’s mayor, Wayne Fournier, of the City Hall-funded program. “We preach localism and investing in our local community, and the idea with this scheme is that we’ll stand together as a community and provide relief to individuals that need it while fueling consumption. It’s in our city’s DNA.”

Washington, D.C. shooting kills 1, injures at least 20 | One America News Network

More than 20 people were injured and at least one was killed in a shooting in Southeast Washington, D.C. On Sunday morning, several suspects opened fire on a crowd that was gathered for a block party in the nation’s capital.

17-year-old Christopher Brown was killed and one off-duty female police officer was critically injured.

Hundreds had massed for an event before the shooting took place. Families were walking around the crowded neighborhood before shots rang out around them.

Nearly 20,000 fake US driver's licenses from China and other countries seized at Chicago airport

Another 2,000 counterfeit U.S. driver's licenses were intercepted at Dallas/Fort Worth International Airport

Customs and Border Protection officers seized nearly 20,000 counterfeit U.S. driver's licenses at Chicago's O'Hare airport this year. The shipment of fake driver's licenses were sent to the United States and originated from China and other countries, according to the report from WNYW-TV.

Within the first six months of this year, CBP reportedly seized 19,888 counterfeit driver's licenses and other fake documents in 1,513 shipments at O'Hare International Airport alone. Federal customs officials say the shipments arrived mostly from China and Hong Kong, but there were some shipments from South Korea and Britain.

CBP said most of the counterfeit driver's licenses were for college-age students. Many had the same photo but with different names.

Ralph Piccirilli, CBP's acting area port director in Chicago, said the IDs were "very realistic." CBP noted the barcodes on fake Michigan driver's licenses actually worked.

U.S. Customs and Border Protection officers working at the Dallas/Fort Worth International Airport also intercepted fake driver's licenses arriving through international cargo.

"In the last six months, CBP officers at DFW intercepted nearly 900 counterfeit driver's licenses that were delivered via international shipping services to the Dallas area," a CBP press release from April said. "Approximately 2000 fake IDs have been seized over the last 18 months."

"What is most disconcerting about theses interceptions, besides the volume in which we are experiencing, is the ease in which so many young people freely share their personal information with counterfeiters abroad," CBP Port Director Timothy M. Lemaux, Area Port of Dallas, said. "We'll continue to collaborate with local law enforcement to educate the public, and anyone who is contemplating purchasing a counterfeit ID online, on the potential dangers of sharing your personal identifiable information with a criminal element."

The CBP teamed up with local area law enforcement and local universities in the Dallas area to inform young adults about the dangers of providing their personal identifiable information online to counterfeiters abroad to obtain a fraudulent document.

Law enforcement is not only concerned that the fake IDs will be used by criminals, but also that the money made from selling the counterfeit documents are "possibly funding criminal or terrorist organizations."

"These fraudulent identity documents can lead to identity theft, worksite enforcement, critical infrastructure protection, fraud linked to immigration-related crimes such as human smuggling and human trafficking," CBP said in a news release.

"These counterfeit driver's licenses can lead to disastrous consequences," Piccirilli said in a statement. "Criminal organizations use these counterfeit IDs to avoid attracting attention to their illegal activities."

Last fall, CBP agents in Kentucky intercepted nearly 3,000 counterfeit IDs and over 3,000 blank cards for counterfeiting licenses that were headed to New York City, according to Fox News.

Last month, the U.S. Customs and Border Protection seized a massive shipment of human hair products from China that could be connected to "potential human right abuses of forced child labor and imprisonment." CBP officers at the Port of New York/Newark confiscated a shipment of 13 tons of hair products worth over $800,000.
