Apostle Elder Reed Smoot was elected to be a Senator for Utah. But Being an Apostle and a Senator didn't sit well with some because the government had strained relations with Mormonism. So, their were a series of congressional hearings to determine if Elder Smoot should be given a seat on the Senate. In those hearings, President of the Church, Joseph F. Smith as called in as a witness and spoke under oath by threat of perjury and answered various questions regarding the faith, his role as the prophet/president and other related matters.

Here is a part of that interview which is completely in line with the D&C but which few members know. I put it in this thread about how the lord leads the church because it is related to how the Lord established the church from the beginning.
Smith: I will say this, Mr. Chairman, that no revelation given through the head of the church ever becomes binding and authoritative upon the members of the church until it has been presented to the church and accepted by them.
Worthington: What do you mean by being presented to the church?
Smith: Presented in conference.
Tayler: Do you mean by that that the church in conference may say to you, Joseph F. Smith, the first president of the church, “We deny that God has told you to tell us this?”
Smith: They can say that if they choose.
Tayler: They can say it?
Smith: Yes, sir; they can. And it is not binding upon them as members of the church until they accept it.
Tayler: Until they accept it?
Smith: Yes, sir.
The scriptures say it this way:
Doctrine and Covenants 26:2
2 And all things shall be done by common consent in the church, by much prayer and faith, for all things you shall receive by faith. Amen.

Doctrine and Covenants 28:13
13 For all things must be done in order, and by common consent in the church, by the prayer of faith.

Sometimes Prophets or leaders of the church are directed by Christ personally. Here's an example:
President Snow's daughter, Alice writes, "Upon hearing that President Wilford Woodruff was gravely ill, Elder Lorenzo Snow, who was both President of The Salt Lake Temple and The Quroum of Twelve Apostles, knelt at the sacred altar in the Holy of Holies in the Salt Lake Temple and there plead to the Lord to spare President Woodruff's life. President Snow prayed that President Woodruff might outlive him and that the great responsibility of Church leadership would not fall upon his shoulders. But he also promised the Lord that he would devotedly perform any duty required at his hands.

"On 2 September 1898, after receiving word of the death of Wilford Woodruff, President Snow went again to the same altar and poured out his heart to the Lord. He reminded the Lord how he plead for President Woodruff's life to be spared, that President Woodruff's days would be lengthened beyond his own; that he might never be called upon to bear the heavy burdens and responsibilities of the Church. 'Nevertheless,' he said, 'Thy will be done. I have not sought this responsibility but if it be Thy will, I now present myself before Thee for Thy guidance and instruction. I ask that Thou show me what Thou wouldst have me do.'

President Lorenzo Snow "After finishing his prayer he expected some sort of manifestation or special reply from the Lord. So he waited,—and waited—and waited but no reply came. No voice, no visitation, no manifestation. He left the altar and the room in great disappointment. Passing through the Celestial room and out into the large corridor he finally received the glorious manifestation he was hoping for."

Lorenzo Snow's grandaughter, Allie Young Pond, writes about what happened next in her journal.

"One evening while I was visiting Grandpa Snow in his room in the Salt Lake Temple, I remained until the door keepers had gone and the night-watchmen had not yet come in, so grandpa said he would take me to the main front entrance and let me out that way. He got his bunch of keys from his dresser. After we left his room and while we were still in the large corridor leading into the celestial room, I was walking several steps ahead of grandpa when he stopped me and said:

"'Wait a moment, Allie. I want to tell you something. It was right here that the Lord Jesus Christ appeared to me at the time of the death of President Woodruff. He instructed me to go right ahead and reorganize the First Presidency of the Church at once and not wait as had been done after the death of the previous presidents, and that I was to succeed President Woodruff.'

"'He stood right here, about three feet above the floor. It looked as though he stood on a plate of solid gold.'

"Grandpa told me what a glorious personage the Savior is and described His hands, feet, countenance and beautiful White Robes, all of which were of such a glory of whiteness and brightness that he could hardly gaze upon Him."

"'Now granddaughter, I want you to remember that this is the testimony of your grandfather, that he told you with his own lips that he actually saw the Savior, here in the temple, and talked with him face to face.'"

The Previous prophets between these two did not have any visions or experiences with Christ directly from what I understand. Interesting that he was instructed to reorganize the Presidency immediately. The church was failing financially and He later received the revelation through the spirit to change tithing that got them out of the failure.

I seen an interesting clip from Kevin Kraut. Apparently his father, Ogden Kraut, knew President Snow’s granddaughter. The video below tells an interesting story of a conversation they had about President Snow’s experience. It brings up a point to ponder whether or not we accept mr Kraut’s account.

I wanted to bump this topic as I thought it would be useful for a few people.

Several of us today on this forum have met Christ and interacted with him directly, so we know the heavens haven't been closed. And every blessing of the Lord is available to every member of the church as soon as they meet the requirements on which the blessings are predicted. If a person hasn't received a blessing it they haven't met the requirements and probable because they don't know them. If they don't know then they can't instruct others to receive the blessings they have not yet received. The blind leading the blind.
