Where is the best place to bug out?

My wife and I are working toward financial independence so that we can find some property somewhere where we can put up solar panels and wind power, build a home, grow a garden, live off the grid, and be self sufficient. Preferably, we are looking for a place that has:

• Low property taxes
  No requirement for "water rights"
  Lenient building codes/requirements
  County jurisdiction only (cities tend to pile on ordinances and rules that make it very difficult to put up solar panels and/or wind turbines)
  Relatively remote
  Relatively easy to grow food
  Ability to drill a well and find water
