Why is there a window in the center that seems to always have wood rather than glass in it?

I wonder why they didn't put that on the bottom section where you could see it easier?

The windows on the lower levels had rooms behind into which light must shine. The highest window spot does not have a room behind it, save maybe a utility room or hallway.

I'm pretty sure it isn't lower because of all the gold plating. just a hunch.

And to think I kept thinking it was wood boarding up a window :p Thank you this was good to know. It just seems to not match the building. Seems out of place.
