One of the first pages of the Handbook 1 indicates that it is intended only for administrative leadership of the Church, and that it should not be duplicated or distributed otherwise. Whoever made this public on the Internet is acting in direct violation of Handbook 1, and is violating copyright law.

Does it matter that you or I might not understand it? Absolutely not. The limit of the distribution of Handbook 1 is clear and leaves no room for misunderstanding; the "why" behind the restriction of distribution is irrelevant. There is a specific list of leaders who receive Handbook 1, and the distribution to all others is clearly prohibited. If anyone else wants to read it, they can ask their leaders - I have never been turned down when I've asked one of my leaders to allow me to read portions of Handbook 1. However, publishing on scribd, or otherwise distributing Handbook 1, is as immoral as any other copyright violation.
