The search engine at that site is a monster. It returns thousands of results. Can you or someone else find that paper? I'd love to read it.
drafted a memorandum to Secretary Knox wherein the following statements were made: "The resolutions passed by twenty-two states contain errors only of capitalization or punctuation, while
those of eleven states contain errors in the wording" (page 7). "Furthermore, under the provisions of the Constitution a legislature is not authorized to alter in any way the amendment proposed by Congress, the function of the legislature consisting merely in the right to approve or disapprove
the proposed amendment." (See Rueben Clarke Memo.) But as you can see, the date of the memo is there if you wish to go get it from them.

In court documents, the court states: "The Secretary's decision is
not transparently defective. We need not decide when, if ever, such a decision may be reviewed in order to know that Secretary Knox's decision is now beyond review." Yea, not transparently defective to a law(ia)yer. Any fool can read english, and the fact is it wasn't ratified, and as you can see they finally get around that by saying heck, it's been 70+ years, so it's too late!!
