Help w/r/t "quote" from David O McKay

So, the full time missionaries were in my home this week and we were discussing, among other things, the parable of the ten virgins. Suddenly, one of the missionaries states that he heard a quote from David O McKay that there will come a time when the church will tell the members how to vote/what position to take on a politcal issue and that half would obey and half would not. He was very clear that this was a political issue.
I have exhausted my resources and cannot find anything that would support this elder's claim. However, before I use this as a teaching moment, I wanted to check with you all and see if anyone has ever run across anything like that.

I remember when attending BYU back in the early 1970's reading an article by Ezra Taft Benson that appeared in the BYU newspaper where he said that.........it could possibly be available online now?

I've been told Pres. McKay gave that interpretation in a Reno, Nevada stake conference but it's been very challenging to find record of the address. I wouldn't be surprised at all if Pres. Benson repeated it.

What was the context?
Which group did right, the ones who followed the church or the ones who thought for themselves?
