Bishop of LDS or of Everybody?

Bishop of LDS or of Everybody?

The Bishop of a ward is the Bishop of the members of the ward or Bishop of every person that lives wituin the boundaries of the ward, whether or not members of the church?
Is there anything written about this?

The bishop is over everyone living within his ward boundaries, member or not.

Where is that written?

I just read the Handbook and there only mentions the Bishop as a judge in israel, or to the ward members, presides de aarônic priesthood of the ward, etc, does not even mention any duties or authority pertaining nonmembers.

I know the prophet and the apostles are special witnesses of the Lord for all people, members and non members, but i heard a member of my ward teaching that as the prophet is the prophet for all people, the Bishop is the Bishop of everyone within the boundaries of his ward. I don't think this is correct, but i am an open minded person and would like to know if any general authority has spoken about this or if anything about this is mentioned on any manual.

This is a first on here, I am not happy with my response :) i feel i did not explain it well.

I would say study what the church is vs the Kingdom of God.

I live near Potts Point, plenty of Jews in my suburb

look at it this way: if a child of nonmembers wants to get baptized, who has to authorize it? Answer: their bishop. Of course, this is a fairly slim argument since they are about to become a member of his ward.

Of course he has no authority over non-members, but I do believe they are his responsibility. Unfortunately, I have not been able to find anything to back that up. Could be an "incorrect tradition".

As long as I can remember I have been told that the Bishop has some stewardship over everyone in his ward boundary, member or not. Perhaps that is one of the reasons we are encouraged to show love and concern for our immediate neighbors. Everything we do as a ward member in a particular boundary should be something that would bring light to others who are not members. I have often thought that when we have our preparedness seminars, genealogy seminars, etc....we should include flyers to all of these particular neighbors.

When I was set apart as a Bishop I was told I had stewardship for everyone within our boundaries.
Also I have always been told the Prophet is THE Prophet for all not just the Church members. Hence, " The Proclamation to the World " is a warning to all from the Lord through his Prophet and is not meant just for members of the Gospel.

stewarship of a bishop is of the Aaronic order, go help someone today
