Franklin, who was himself a Freemason, was applying a Masonic idea here. In the Masonic ritual we are taught about the "24 inch ruler divided into thirds" an allegory for the perfect division of the day: 8 hours for work, 8 hours for rest and 8 hours for service.

And...when the Seventh Seal was opened the 24 hour period was reduced by 1/3.

May I also suggest reading Franklin's The Art of Virtue: His Formula for Successful Living - it's a great book - full of ol' Ben's wit and wisdom!

He talks about this in the section I mentioned... he even cracks a joke about making money by selling a book about virtue, I laughed out loud.
