Where in the scriptures is the idea "Sin of Omission" established as a doctrine?

James 4:17 "Therefore to him that knoweth to do good, and doeth it not, to him it is sin."

What does it mean "knoweth to do good". First, we must know what the Lord expects and Second it must be within our capacity to obey.
There are all kinds of examples where capacity is a factor:
Mosaih 4:27 - dont run faster than youre able.
Those who have no knowledge, those who have no accoutability.
These examples open the door to other possible exceptions - like weaknesses.

ya gotta define "sin" first..........doctrine is, "break a law, pay the price"
