Do LDS have the constant companionship of the Holy Ghost?

The thread on grace reminded me of this:
I served a mission in the Austria Vienna mission. In May of 2000 a few months before I came home, F. Burton Howard came and spoke to all the missionaries. He said a couple things that struck me: 1st was that he has lots of meetings with the Quorum of the 12. In one of these meetings President Packer said: "I'm afraid we have a church full of members with the gift of the Holy Ghost but not the constant companionship of the Holy Ghost." The other thing that stood out was when he said that the Prophet receives so much revelation that the general church body never even hears about. One example he gave at the time was that President Hinckley gave council to the Patriarchs that when they give a Patriarchal Blessing they are no longer required to pronounce lineage through one of the 12 tribes if they are not so inspired.
Food for thought: If you were in a courtroom and everyone was pointing their finger at you, accusing you of being a disciple of Christ, would there be enough evidence to convict you? What are you doing to enable the constant companionship of the Holy Ghost in your life?
