Well not always, should they have to move before a stake conference and can not serve they would be released. They could also die or become so ill as to require a release. There might be a whole host of personal issues not involving church actions that might result in an early or non-conference release as well.

To followup with gkearney's reply, if needing to be done before stake conference, a high councilman would go to each ward to announce the release and then the wards would sustain the new people, as they do with many stake callings each year. Then at Stake Conference they would go through the normal sustaining of the brethren from President of the church on down to the local level.

I think they generally serve about 7 years....bishop around 5 years.

They receive a letter from the First Presidency in January of the year they will be released, they are then replaced at a Stake Conference.

In my area (TX) Stake Presidents almost always serve for 10 years. The only exception I am aware of is one who moved. I know people in many Stakes in this area and this 10-year service is the norm for them.

Bishops typically serve for 5-6 years and stake presidents generally get released at 9 years, although due to scheduling with visiting authorities can go 9 1/2 or 10. 10 or longer is very rare.
