Early Wednesday morning, the US Federal Aviation Administration's (FAA) system that notifies pilots about hazards or any changes to airport facility services suffered an outage that might result in a nationwide grounding.
The FAA wrote in an advisory update that its NOTAM (Notice to Air Missions) system had "failed." The aviation agency provided no immediate estimate for when it would return online.

Cascade failure? The techies here may know the phrase. It means when you have a small fault(s) and these create other ones down the line so they multiply and bring down the system.
A bit like how a single dislodged stone can cause a landslide or avalanche.

Possibly. Hopefully it is just software, but I don’t even see the military aircraft that are usually flying overhead this time of morning here. That makes me think there’s more to this. US airspace is an enourmous area to just shut down.

Yeah this terminology is correct. Fortunately they were able to identify the fault and fix it. X can't make it because they've tested positive. Effort then goes into trying to get Y to go, if Y is available but Y has been in regular contact with X so thinks they have Covid too. They would recruit Z, but Z has either been kicked out of the job for not getting the shots, or took early retirement due to lockdowns, or is injured by the shots...
A forgot a lot of protocols, because she didn't do the job for so long. B forgot to fix a glitch in his computer programme. C may have issues as either a new recruit or a non-native English speaker.
