Niemand: celts were just a few tribes at the North of Spain -- and the Celt people were probably originating from present-day Saragoza, at the North-East of Spain. However, it would be a lot of pretennsion thinking that the celts in Ireland were in any way speaking intelligibly in Spain. Besides Celts, you had Iberians, Tarraconans,. Celtiberians, Tudelans, Asturians and a myriad of peoples that spoke incompatible languages and often raided each other -- and that is probably why Latin overtook all autoctonous languages except Basque.

The Book of Obadiah mentions a Zarapheth/Tsarfat. Depending on who you ask, this refers to Spain or Sarafand, a place in modern Lebanon.
