In no possible usage of the English language does "evaluating" something mean anything close to "adding it to their protocol."

Any ambiguity for people for whom English is their second language is destroyed when you actually click on the link and see them specifically say "The Panel recommends against the use of ivermectin for the treatment of COVID-19." Not adding it to their protocol. They're advising AGAINST it's usage.
