Whistleblowing in federal prisons has been in existence since 1989. It should be a conditional requirement for a state and a local entity to receive a Byrne Grant.

Below are excerpts from emails by three retired wardens that show this is strongly needed.

(1) FROM ELAINE LORD IN NEW YORK WHO WAS WARDEN AT A WOMEN'S PRISON

Charlie,
      It truly is a closed system. I had a terrible experience with a young officer who worked for me - and I was the Superintendent!  She reported inappropriate actions by a Sergeant toward a female inmate.

We contacted the Inspector General's Office that was in charge of investigations immediately. When this became known, she was ostracized, and then intimidated. This was a young Officer who had a bright future in corrections - or at least I thought so.  The Sergeant was suspended and the investigation continued. 

The reaction by that "blue line" was embarrassing and terrible. Her car was vandalized, staff made clear to her that they did not want to work with her. This goes way back to early in my career, but I really never found a good way to solve this problem.

In the end, she transferred to another facility at the other end of the State, but that did not help much.  She was injured in the male facility where she was working and ended up disabled. I agree with her assessment that her fellow officers did not come to her aid expeditiously.

 I worked very hard during my whole career to address these issues. The Sergeant was given a slap on the wrist by an arbitrator and he was sent back to work at my place. I was livid and one of my Deputies did pull him aside and said that if he wanted any career that he should immediately ask for a transfer. The Sergeant never came back another day.

     I think it was better at the end of my career and I am very proud of so many of my staff but I do think that the closed nature of our prisons allows this mentality to proliferate.

     I am not sure how a whistleblower reaction would be created but I sure want to remain in the talks.  This line of thought that outsiders don't belong is at the root of much of this behavior.

There was a time when I was warden and trying to change a prison that I had just arrived at, the word got out that no Correctional Officer had better be seen initiating a conversation with me.  We had to meet off site. 

It took years to get them to understand that working “with” the inmates was ultimately in their best interest. I would be happy to speak to the issue and support it.  You are accustomed to long battles and this as you know will be no different.  Let me know if there is something specific that I could do to help.

* I strongly support the use and protection of whistleblowers in corrections and all workplaces
* BOP staff are covered under the Whistleblower Protection Act of 1989.
* Office of Special Counsel investigates all federal whistleblower complaints
* Court of Appeals for the Federal Circuit is the only court empowered to hear appeals of whistleblower cases decided by Merit Boards
* Correctional staff need to use appropriate channels provided to whistleblowers (going outside of the authorized procedures may violate policy and sustain charges of misconduct)
* Union officials would support your interest in including a whistle-blowing provision in the Byrne Grants
* Federal BOP staff (36,000) would support protection for whistleblowers at local, state, and federal levels

Biography
Ray McGovern is an activist who writes and lectures about, among other issues, war and the role of CIA. He holds an M.A. in Russian Studies from Fordham University, a certificate in Theological Studies from Georgetown University, and is a graduate of Harvard Business School's Advanced Management Program.
In 1996, McGovern caught the attention of the media when he criticized the Pope's position on women priests. It was his analysis of the war in Iraq, and of the CIA's role in bringing the war about, that made McGovern one of the country´s most powerful, anti-war voices.

"Ye shall know the truth, and the truth shall make you free." Those words are carved into the marble facade of the entrance to the CIA.  Ray McGovern worked to adhere to this credo during his 27- year career as an analyst at the CIA, understanding the inscription to mean that, "the primary function of the Central Intelligence Agency is to seek the truth…and to be able to report that truth without fear or favor."
His intelligence work, beginning in US Army and continuing at the CIA, spanned seven presidents from President Kennedy to President George H.W. Bush. As an analyst on foreign policy, McGovern would synthesize material given to him on a daily basis and then brief senior White House advisers with his conclusions. Now retired, McGovern is proud of the fact that he reported his findings "without fear or favor" to the politicians and was supported in his work by his superiors.

As a co-founder in 2003 of Veterans Intelligence Professionals for Sanity (VIPS), McGovern speaks out against what he sees as corruption in the CIA, which allowed the agency´s integrity to bend to the will of President George W. Bush and his White House officials. He asserts that the war in Iraq was manufactured and sold to the United States under false pretenses –- the real reason being oil. In a 2007 letter to former CIA Director George Tenet, McGovern and other former intelligence officers called Tenet onto the carpet for signing documents he knew to be fraudulent (one, for example, that stated that Iraq was buying uranium from Africa), and for testifying that Iraq had links to Al-Qaeda, when actual intelligence reports found no link between Iraq and Osama bin Laden. In short, they accused Tenet of "dovetailing" intelligence to fit with what politicians wanted to hear in the push for an unnecessary war with Iraq.
McGovern sees the damage done to the faith in intelligence work as profound, believing it will take years to correct. He hopes to see the CIA become again an entity independent from political administration.
During both the Bush and Obama years, the White House has eyed an attack on Iran to stop its apparent development of nuclear capabilities. McGovern has raised concerns over why an attack would be necessary, writing, "The very same men who...brought us the war in Iraq are now focusing on Iran, which they view as the only remaining obstacle to American domination of the entire, oil-rich Middle East."
He also called for the impeachment of President George W. Bush and Vice President Dick Cheney, suggesting, "Why not focus on a high crime that the Bush administration has already admitted to, with claims it is above the law and the Constitution: electronic eavesdropping on Americans without the required court warrant."

Records of the National Committee Against Repressive Legislation (NCARL), a national political organization founded in 1960 as the National Committee to Abolish the House Un-American Activities Committee by Alexander Meiklejohn, Aubrey Williams, and others to work for the abolition of HUAC and other congressional and state investigating committees and to defend civil liberties from repressive legislation. In 1976, the organization was renamed the National Committee Against Repressive Legislation. The collection contains extensive documentation on the case of (executive director Frank) Wilkinson v. FBI, as well as information on NCARL's interaction with other organizations, including the American Civil Liberties Union (ACLU) and the Southern Conference Educational Fund (SCEF); NCARL's regional offices; and concerned individuals, including Carl and Anne Braden and Robert Drinan.

In many respects, the story of the National Committee Against Repressive Legislation is that of its leader, Frank Wilkinson. The son of a prominent Methodist layman in Charlevoix, Michigan, Wilkinson received his B.A. degree at UCLA, after which he abandoned his early intention of studying for the ministry and entered the field of public housing in the 1930s as an official in the Los Angeles Housing Authority. In 1952, in the course of a slum housing project hearing, Wilkinson refused to answer political questions put to him. Upon later interrogation by the California Committee on Un-American Activities, he again refused to answer and was dismissed from his job. He then accepted the position of secretary of a newly formed Citizens Committee to Preserve American Freedoms. When subpoenaed by a Los Angeles hearing of the House Un-American Activities Committee (HUAC), Wilkinson was asked in 1956 by the American Civil Liberties Union (ACLU) to make a constitutional challenge on First Amendment grounds. In 1957, in cooperation with the National Emergency Civil Liberties Committee, Wilkinson launched the initial campaign to abolish HUAC, the Senate Internal Security Committee, and state “little HUACs.” In 1958, Wilkinson and Carl Braden challenged HUAC at its Atlanta hearings, and both were convicted for contempt of Congress and served one-year sentences.
The National Committee itself, originally known as the National Committee to Abolish the House Un-American Activities Committee, was created in 1960. Founded by Professor Alexander Meiklejohn and Aubrey Williams, the National Committee relied heavily upon the organizational skills of Frank Wilkinson, executive director, as well as the contributions of Donna Allen, Carl and Anne Braden, Sylvia Crane, Richard Criley, James Imbrie, Clarence Pickett, and others. In its approach to legislative action, the National Committee departed from the traditional by concentrating upon the district-by-district, grass-roots organization of anti-HUAC sentiment to influence congressmen rather than exclusively lobbying. Also, in contradiction to many other civil-liberties organizations, the National Committee refused to screen participants for suspected Communist affiliation or sympathies.
Rising opposition to HUAC, with the National Committee in the forefront, resulted in HUAC changing its name in 1969 to the House Internal Security Committee (HISC). Pressure continued, however, and in 1975, as part of a structural reorganization of the House of Representatives, HUAC/HISC was abolished as a permanent standing committee. As the power of HUAC diminished, the National Committee took on other legislative goals and changed its name to the National Committee Against Repressive Legislation. In 1968, it joined with the Japanese-American Citizens League in a successful three-year campaign to repeal the Emergency Detention Act, Title II of the Internal Security Act of 1950. Two years later, NCARL activity contributed to the abolition of the Subversive Activities Control Board, and in 1974 it won another victory when Congress repealed the “No Knock” statute in narcotics investigations. Since 1973, NCARL's major legislative goal has been the defeat of various versions of the criminal code revision bill, commonly known as Senate Bill 1.

Findings of Misconduct by an FBI Unit Chief for Misusing her Position by Attempting to Ensure her Daughter Received an FBI Offer of Employment
The Department of Justice (DOJ), Office of the Inspector General (OIG) initiated this investigation upon receipt of information from the OIG e-mail hotline, alleging that a Federal Bureau of Investigation (FBI) Unit Chief (UC) exploited her position to ensure her daughter received an offer of employment from the FBI, including within the UC’s assigned division. It was further alleged that the UC had a financial interest in her daughter receiving an FBI offer of employment because the daughter lived in a residence owned by the UC.
The OIG investigation substantiated the allegation that the UC misused her position by attempting to ensure her daughter received an FBI offer of employment, including within the UC’s assigned division. The UC admitted to the OIG that she shared her daughter’s resume within her assigned division, as well as asking that it be shared with other FBI divisions in an attempt to obtain an offer of employment for her daughter. Notwithstanding the UC’s conduct, the FBI did not hire her daughter.
The OIG did not substantiate the allegation that the UC had a financial interest in her daughter receiving an FBI offer of employment.
Criminal prosecution of the UC was declined.

The Campaign for the Fair Sentencing of Youth, Human Right for Kids, and R Street are sending the attached letter to state parole boards asking them to prioritize the review of individuals serving lengthy sentences for crimes they committed while they were still children, especially those who are particularly vulnerable to developing serious complications due to COVID-19. We also ask parole boards to suspend supervision fees during this time of economic crisis, to not condition release on completing programming that my be currently unavailable, to utilize video hearings, etc.

IN THE MATTER OF INOCENTE ORLANDO MONTANO

I. SUMMARY OF OPINION
On the basis of my expertise, described below [Section II], and using a wide variety of sources [Section III], I have reached the following conclusions:
1. Colonel Inocente Orlando Montano achieved one of the highest and most important leadership positions in the El Salvador Armed Forces (ESAF) – the Vice Minister of Defense for

positions in the armed forces at a time when El Salvador’s highest officers engaged in widespread human rights abuses. [Section IV].
He was part of the ruling “inner circle” and occupied one of the top three
2. Colonel Montano conspired with other high-ranking officers to incite to kill and then murder six Jesuit priests, their housekeeper and her young daughter. He then engaged with these officers in a campaign of lying and a systematic cover-up of the crime. This Jesuit massacre by the Salvadoran Armed Forces, which was intended to block a peace agreement, instead directly led to a negotiated settlement of the civil war. As such, it is one of the most significant religious and political crimes committed in Latin America in the twentieth century.[Section V].
3. When Colonel Montano left El Salvador in 2001, events in Latin America, in general, and in El Salvador, in particular, made it more likely than at any previous time that high level military officers, including Montano, would be prosecuted for their role in the Jesuit massacre. Such events included legal challenges to impunity in El Salvador and elsewhere and unprecedented prosecutions for human rights abuses of high-ranking military officers throughout Latin America. [Section VI].
4. The Jesuit Massacre was not an aberration. Throughout Colonel Montano’s 30-year military career, he ordered, abetted and assisted, and/or commanded troops that participated in a strategy of state terror against civilians. This included: extrajudicial killings, torture,

disappearance and arbitrary detention, rural massacres of civilian non-combatants, the forced disappearance of children, and the toleration of military-led death squads operating inside units under his command.
5. Several important legal developments and events after Colonel Montano’s arrival in the U.S. affected military officers from other countries residing here who have records of human rights violations. From 2002 to the present, three of Colonel Montano’s former commanders living in the U.S. were found liable for human rights abuses committed in El Salvador during their service in the ESAF. In addition, the Department of Homeland Security began vigorous enforcement of policies denying entrance to or removing from the United States numerous individuals based on human rights violations they committed in their home countries. This included one of the confessed murderers from the 1989 Jesuit massacre. Certain of these individuals have been charged with crimes such as perjury and immigration fraud in connection with false statements concerning their involvement in human rights abuses. [Section VIII].
II. EXPERT CREDENTIALS2
My full curriculum vitae is attached in Appendix I, but some of the details of my
expertise and my professional knowledge of El Salvador follow:
I hold the Gilded Professorship of Latin American Studies at Stanford University, which is the University’s the highest academic honor bestowed on faculty for expertise in the region. I am also Professor of Political Science, Senior Fellow (by courtesy) of the Freeman Spogli Institute for International Studies, and the Bass University Fellow for Excellence in Teaching. Prior to my appointment at Stanford, I was on the faculty of Government at Harvard University. I received my Ph.D. in Political Science at Stanford University in 1982, with Special Distinction.
I served as Stanford’s director of the Center for Latin American Studies for twelve years (1990-2002), during which period it was designated a “major center of excellence” by the U.S. Department of Education. I am a specialist in Latin American politics, especially Central American politics, military authoritarian rule, civil wars, the military, and the political economy of oil. I have extensive experience studying and analyzing human rights abuses and government responses to them. I speak Spanish and conduct my research in Latin America in that language.
I have received numerous awards, prizes, and fellowships for my work on Latin American politics, especially Central America. Most recently, I was awarded the Latin American Studies Association Honorary Martin Diskin Memorial Lectureship, and I received a Doctor of Humane Letters, honoris causa, from the University of San Francisco. and two ministers of defense. I have also interviewed representatives of human rights organizations, all major political parties, military personnel, retired officers and some troops, guerrilla fighters, leaders of private sector institutions, trade unionists, religious personnel, leaders of peasant cooperatives, local academics and university officials, and victims of human rights abuses, including torture victims. I interviewed numerous Salvadoran cabinet ministers, several U.S. ambassadors, and many political and military officers from the U.S. Embassy.
My interviews extend across the political spectrum during the civil war. For example, prior to the presidential elections of 1984, I traveled throughout the country with Roberto D’Áubuisson, founder of the rightist ARENA Party and a main organizer of El Salvador’s vast death squad network. I frequently interviewed Christian Democratic Party officials, especially President Jose Napoleón Duarte, as well as leaders of the civilian opposition, the Democratic Revolutionary Front (FDR). I also visited guerrilla-controlled zones and interviewed leading guerrilla commanders, including Joaquín Villalobos, the main military commander of the armed opposition, the Farabundo Marti Liberation Front (FMLN).
This travel and these interviews — combined with other research conducted in Mexico (1983, 1984, 1986, 1989, 1991, 1994), Costa Rica (1983, 1984, 1985), Nicaragua (1983, 1987), Honduras (1987), Venezuela (1978-1979, 1983) and Washington, D.C. (1983, 1985, 1987, 1989)— form the basis of my firsthand knowledge of El Salvador. As an expert, I also rely upon major U.S. military reports about the Salvadoran military; oral interviews in Spanish of leading commanders of the Salvadoran Armed Forces; existing reports by the United Nations, human rights organizations, and the U.S. government; English and Spanish language newspaper reports; and the extensive scholarly literature on El Salvador and Central America in both Spanish and English produced in the United States and Latin America. Some of these sources are cited below.
III. SPECIAL SOURCES AND METHODOLOGY
This report also makes extensive use of the information gleaned from the review of thousands of declassified U.S. government documents released by President Clinton and through

to end the civil war. These include, first, the United Nations mandated Commission on the Truth

the Truth Commission report, headed by three highly respected international legal authorities and

All of the above sources also shed significant light on the Jesuit massacre (November 16, 1989), but an additional source dealing with this crime alone are the extensive background documents and various reports of the Speaker’s Special Task Force on El Salvador (known as “the Moakley Commission”), which was appointed by the Speaker of the House of Representatives in 1989 to investigate the Jesuit murders. The Moakley papers were the first to reveal that the murders were directed from the top levels of the Salvadoran Armed Forces, and they resulted in the end of military funding for El Salvador’s armed forces. A Note on Methodology: This report has been arrived at by studying all known major assignments of Colonel Inocente Orlando Montano, both in El Salvador and elsewhere, as reported by the Government of El Salvador and the U.S. Department of Defense, with some details provided by other sources. Colonel Montano’s human rights profile throughout his career is based on the materials cited above, and then compared to records of reported incidents of human rights abuses, where he was either the commander or the executive officer of the forces in charge at the time these crimes were committed. Human rights violations are derived from reports by reputable human rights monitors like Amnesty International, El Rescate, and the Salvadoran Catholic Church’s Tutela Legal, and/ or State Department, CIA or other U.S. government officials. The summaries of human rights information below provide, whenever possible, the name of victim, date, location, and details provided by onsite witnesses.
The results of this comparison of Colonel Montano’s command posts with human rights records appears in Appendix II, which was prepared by this author with statisticians from Benetech. This is the most complete record from available sources, and in general it may not include records compiled separately by the Truth Commission or the Ad Hoc Commission. Appendix II should be understood as a partial list of named victims that were murdered, tortured, and/or disappeared by military and security forces during the period Colonel Montano held command positions or was Vice Minister of Public Security. It is the most comprehensive dataset currently available that lists all of the following information -- victim names, the unit responsible and the date and nature of the abuse.
This dataset attributes 1169 violations of human rights to units or troops under Colonel Montano’s command, including at least 65 extrajudicial killings of named individuals, 51

reported disappearances, and 520 torture victims.
The actual number is significantly greater.

IV. THE EL SALVADOR ARMED FORCES AND COLONEL MONTANO’S TANDONA12 PRIOR TO THE JESUIT MASSACRE
The military and security forces, which Colonel Montano headed with other members of the High Command towards the end of his thirty-year career, ruled El Salvador for sixty years, thus forming one of the longest continuous military dictatorships in Latin American history. Even when the country moved to a nominal civilian president in 1984, the Salvadoran Armed Forces (ESAF) remained the most powerful organization in the country. In this system, the small

of El Salvador today recognizes its responsibility for the crimes committed by the ESAF in this period, including “massacres, extrajudicial killing, forced disappearances, torture, sexual abuse, arbitrary deprivation of liberty and other acts ... committed against defenseless civilians far from conflict.”16 These actions produced a record number of civilian deaths, which is estimated at

Patterns of State Terror: Violence rose, then fell and rose again in phases. In the first phase (1979-1983), state-sponsored terror dominated and violence became “extremely indiscriminate,”18 marked by appalling massacres, arbitrary attacks on the non-combatant civilian population and collective summary executions. The military and security forces especially targeted the rural population by pursuing what they called “cleansing” or “total war.” This consisted of exceptionally wide “free fire zones” characterized by indiscriminate aerial bombings, massive artillery attacks and infantry advances. The results were frequent massacres,

the death of thousands, and the destruction of entire communities. At least one and a half

security forces, associated paramilitary units, and heavily armed killers in civilian clothing known as “death squads.” Seventy-five percent of these murders are attributable to military in uniform. A third phase (1988-1990) marked the return to what hard- line military officers called “total war” or “Plan Jakarta”24 when the High Command of the military and security forces realized that they could not win the civil war using more accepted tactics of war. This was especially true by mid-1989 after pressure increased to reach a negotiated settlement, which was opposed by hardliners. The year 1989, culminating in the November massacre of six Jesuit priests, their housekeeper and her young daughter, proved to be a major turning point. In June 1989, the political ally of the military and security forces, Alfredo Cristiani of the National Republican Party (ARENA), took office and, for the first time, the far right controlled all branches of government. By this time the FMLN also had real power, having

In July, we announced the forthcoming publication of a national report surveying mechanisms for restoring rights and opportunities following arrest or conviction, titled "The Many Roads to Reintegration."  So far, we have previewed the report by publishing draft sections covering "loss and restoration of voting and firearms rights" and "fair employment & occupational licensing."  Today we publish a draft section on pardon, the ultimate expression of forgiveness and reconciliation from the sovereign that secured the conviction.  While pardon is no longer a routinely available remedy in all or even most U.S. jurisdictions, in the 18 states where pardoning is frequent and regular it provides an important remedy - frequently the only remedy - especially for those convicted of more serious offenses, for those seeking to restore firearms rights after a felony conviction, and for non-citizens seeking to avoid immigration consequences from a conviction.
This section on "pardon policy & practice" is part of a chapter on "record relief."  This chapter deals with any remedy that revises or supplements a person’s criminal record to reduce or eliminate barriers to opportunity in civil society.  Later this week, we will publish additional sections of the record relief chapter on deferred adjudication and judicial certificates, followed next week by sections on expungement, record-sealing, and set-aside.  We expect to publish the entire "Many Roads" report by the end of the month.

Herd immunity, novel vaccines, Pharma incentives and media spin

The US is again suffering from a lot of Covid cases.  While some are definitely due to false positive tests, which are extremely common, there are still a lot of cases.  Using the numbers from CovidTracking (which I noticed the NYT was also using) it appears that 8.8% of staffed hospital beds in the US are now filled with Covid patients... although, since all admissions are screened for Covid, they may be hospitalized for a different primary diagnosis. I have seen no discussion of the diagnoses/comorbidities in the 65,000 Americans currently hospitalized with Covid.
The NYT's map of hotspots illustrates that areas that saw lots of Covid cases in the spring or summer (NYC, NJ, Boston, much of the South) are seeing relatively fewer new cases now. This presumably reflects the fact that these areas have fewer people susceptible to the virus. 
Peter Doshi in the BMJ reviewed half a dozen studies, not just in the US, that indicated 20-50% of the people studied had pre-existing T cell immunity to Covid 19--before Covid appeared--by studying stored blood samples.  Current thinking is that prior exposure to one or more of the 4 coronaviruses that cause the common cold induces some protection to SARS-CoV-2, for an unknown period of time.  Other evidence, from those who were exposed to SARS (the first SARS) 17 years ago, is that protection is still present, 17 years later.

Doshi reminds us that while it was initially assumed that the 2009 swine flu was so novel there was no preexisting immunity, that turned out not to be the case. And an article in last week's Science magazine showed that children and adolescents were more likely than adults to have protective antibodies from prior exposures to "common cold" coronavirus, possibly explaining their resistance to symptomatic infection. 

I'm suggesting that although there are probably few areas of the US with sufficient levels of immunity to stop all transmission, there is sufficient "herd" immunity now to keep cases from exploding, in areas that previously exploded.  Time will tell if I am correct. 
Strangely, the media are pretty quiet about the case numbers today, with many more cases and hospitalizations than there were in the summer, when the media discussion was deafening. 
Could it be that all these cases are at odds with the plan to vaccinate everyone with novel vaccines?  If we achieve high levels of immunity due to disease exposure, the experimental vaccines may look a lot less inviting.
The WHO suggested that 20x as many cases have probably occurred as those we know about, worldwide.  The US has had over 10 million known cases, and cases are rising rapidly.  If the US had had ten times as many cases as were diagnosed, there would be 100 million Americans with partial or complete immunity from exposure.  If an additional 20% of us had pre-existing immunity, then half of the country would already be immune. 
If my odds are 50% that I am already immune to Covid-19, why would I accept a vaccine that is known to make me feel like I had a bad hangover, and might cause other side effects longterm?  I am not impressed that the vaccines are only being asked to demonstrate efficacy against mild disease in the clinical trials, and it is still uncertain whether a vaccinated, exposed person is prevented from spreading the infection.
We have been told that even after being vaccinated, we will still have to wear masks.  I think I'd prefer to take my chances with the disease, knowing that zinc, vitamin D, vitamin C and early hydroxychloroquine/azithromycin almost guarantee me a mild case. 
Not to mention that there continues to be concern that novel vaccines might prime us in such a way that makes a case of Covid worse, causing even more autoimmunity.  This did happen with a measles vaccine and an RSV vaccine in the 1960s.  Neither resulted in immunity, and each caused severe disease when recipients were exposed to the virus they were intended to protect against. This also happened when experimental coronavirus vaccines were used in animal experiments. 
When millions of people are vaccinated close together, as soon as a vaccine is given regulatory approval, they don't benefit from seeing how earlier recipients fared.  Even though there have been many thousands of experimental subjects in vaccine trials, there have been only a few weeks or months in which to observe them for adverse effects.  And because the vaccine manufacturers are not liable for damages, unless they conceal evidence of side effects, the manufacturers are incentivized to speed the vaccines' evaluation, and learn as little as possible about their side effects. 
The media were surprisingly willing to discuss possible vaccine side effects, as long as the Warp Speed vaccines were Trump's project.  I expect to see a 180 degree shift in their approach, as soon as the election is definitively called.  Watch for it.

What I am seeing happening in the world of Covid now

1.  A case was adjudicated in Weimar, Germany regarding the necessity of pandemic measures (and the actual occurrence of a dangerous pandemic) for children several months ago.  The plaintiffs won, and the Weimar government was ordered to dismantle its lockdown and school-based measures. 
Next, the judge was attacked, had electronics seized, was searched and possibly jailed.  This was a couple of months ago.
This week, 14 locations related to 8 people (the judge, another judge who was a friend of the first judge, the expert witnesses, the plaintiff and the plaintiff's partner were all searched and electronics were seized.  The best guess is that the German government is on a fishing expedition to build a case against the judge, witnesses etc. for some illicit behavior.  This is unprecedented lawlessness against the judicial system itself, in an attempt to over turn the first successful legal challenge to the pandemic response.  Very important case.  Consider supporting the defense of those who were attacked.
2.  The paper I wrote about earlier, published last week in the Vaccines journal was retracted, with no methodologic criticism, no inaccuracy alleged, simply because it found that for every 3 lives saved by vaccination, 2 are lost due to adverse reactions to the vaccine.
3.  The CDC's ACIP meeting made clear that CDC intends to begin booster shots in the fall, even without supportive evidence that they are needed or even beneficial.
4.  The Army Times and Navy Times have written that vaccinations for servicemembers will become mandatory in September, after the vaccines are fully licensed. One article claims only 15% of Army soldiers have taken the vaccine.
5.  CDC and FDA have dug their heels in to cover up the adverse reactions and hide the databases they use to determine actual adverse event rates.
6.  It is said that 500 colleges are requiring vaccinations of students and usually of staff as well.  Legal proceedings against these mandates have been threatened at U California, U Connecticut, U Indiana and Rutgers--interestingly, all state universities.
7.  People in Sydney, Australia went out to the parks and open areas yesterday despite instructions to stay home, enjoying the unseasonable warmth without masks. Will Australia's impossible "zero covid" policy remain standing?
8.  Governments appear to be testing the waters regarding what the population will tolerate vis a vis lockdown measures.
9.  The NEW BUSINESS ITEM #33 at the National Education Association’s (NEA) virtual assembly, which called for forced covid testing and vaccination of all students and staff to reopen schools in September, was overwhelmingly defeated. One post on twitter said 81% of the delegates voted no.  It seems the crowd is realizing there is almost no Covid in the US.
10.  Fourteen states offered lotteries up to 1 million dollars to encourage vaccinations.  The NYT reports there was a short burst in vaccinations then it ended, and at least 2 states have given up the lottery plan as it failed to continue to produce the desired increase in vaccinations.
11.  47% of the total US population has been vaccinated.  8% more had just one dose, and most of them stopped after one.  67% of those over 18 have had at least one dose of vaccine; 58% have had both doses.  It looks like this is where the numbers will stay.  I think 40% of US adults are going to remained unvaccinated, or have decided to stop after one dose.  How the government tries to corral this group into taking these dangerous vaccines will be interesting.
12.  In terms of estimating the magnitude of danger, Dr. Charles Hoffe had 900 vaccinated patients, and 10 became significantly ill after, and I think he said 5 became permanently disabled.

15.  Three hundred healthcare workers in Italy have lodged a legal challenge against the requirement that they get vaccinated against coronavirus, according to media reports Saturday.
16.  Strangely, it has suddenly become easier for Americans to travel to many countries in Europe--at the same time that the Vaccien passport was rolled out, July 1.  It was said that there was utter confusion at airports about how to deal with vaccine passports.  It looks like the rollout was too precipitous.  But it is such an inviting concept for the rulers of the world, I doubt it will be shelved for long.

CDC/FDA/NEJM paper on pregnancy vaccinations

I (and several others it seems) failed to take into account the short 2.5 month period during which the data were collected for this study.  That means women vaccinated in their first or second trimester did not have enough time to have a full term pregnancy.  The early miscarriages were logged, but because the study only looked at completed pregnancy outcomes, no full-term births for those inoculated early in pregnancy had time to occur.

The Necessary Embrace of Conspiracy

Several years ago I gave a talk on Martha's Vineyard about many of the people whose portraits I've painted in the Americans Who Tell the Truth series. I spent some time talking about the legacy of Martin Luther King, Jr. When I talk about King, I like to focus on his last year --- the period when, defying the advice of many of his advisors in the civil rights movement, he spoke against the Vietnam War, equating racism with imperialism. King felt bound to make the point that the forces of capitalism, materialism, and militarism that were driving segregation were also driving the war, and until we confronted the source of the problem, the abuses would continue. It was April 4, 1967, in Riverside Church in New York, that he made that declaration. A year to the day before his assassination.
It has always confounded me every year when we celebrate Dr. King's life that no mention is made of that Riverside Church speech in the major media. We are always treated to sound bites of the 1963 I Have a Dream speech. That speech's oratory is as powerful as it is non-confrontational. Which is why it is re-played for modern audiences. Dr. King was about confrontation. Non-violence and confrontation, each ennobling and making the other effective. In 1967 he said, "... my country is the greatest purveyor of violence in the world today." And he explained how our economic system thrived on exploitation and violence, or, as Emma Goldman put it, "The greatest bulwark of capitalism is militarism." This was probably the most important speech King ever gave and not playing it when we ostensibly honor him, is tantamount to castrating him morally and intellectually. Just as there is a long history of White America castrating black men, there is an equal legacy of Elite America cutting the most important truths of our social prophets out of the history books. We pay homage to King's icon, the cardboard cutout, but not to his strongest beliefs and his most cogent analysis of our problems --- to what vision called forth his courage. And, if we think that he spoke the truth, to censor that truth is to promote a curious kind of segregation. He is segregated, not for the color of his skin, but for the accuracy of his perception, how close to the bone his words cut. We can't bear to hear the sound of truth's knife scraping on hypocrisy's bone. Only people who actually want to change the system dance to that music or want it to be heard.
Equally important, and part of the same neglect, is the intentional ignoring of the facts of his death. In my talk on Martha's Vineyard I spoke about William Pepper's book, An Act of State: The Execution of Martin Luther King, Jr. Pepper had been James Earl Ray's lawyer. Ray was the man convicted of killing King. But both Pepper and the King family were convinced that Ray was innocent. The King family hired Pepper to represent them in a suit; they asked only $100.00 in damages to clear Ray's name. Before the trial came to court in 1999, Ray had died in prison. The jury determined that King had been assassinated by a conspiracy involving the Memphis police, the Mafia, the FBI, and the Special Forces of the U.S. Army. Ray, the patsy, had left town before the shot was fired. Pepper had confessions from people involved from each of the organizations named. The verdict was barely mentioned in the U.S. media then and is not mentioned every year on the anniversary of his death. Why?
After my talk on Martha's Vineyard a man came up to me and said, "I enjoyed your speech and was with you until you started that conspiracy stuff about MLK, Jr." I said, "That's not conspiracy. What I told you are facts." End of conversation.
I think we're confronted with two conspiracies here: one to commit the crime, the other to ignore it even when the facts are known. ( Two sides of the same coin.) The man who accused me of slipping into the neurotic, aliens-are-among-us land of conspiracy nuts was unable to hear the evidence, perhaps because he was so utterly convinced by our government and media that conspiracies don't exist, people who espouse them are dangerous fruitcakes, and if you begin to think like that, your whole house of cards wobbles then topples. Who wants that? Better a standing tower of marked cards, than having to admit the game is rigged and the ground is shaking.
America is steeped in conspiracy, and even more steeped in propaganda that discredits those who try to expose the conspiracies. Whether we're talking about MLK, Jr., JFK, RFK, Iran-Contra, 9/11, or, most importantly, the status quo, anyone who works to uncover the truth is branded a "conspiracy nut" and discredited before any evidence has a fair hearing. The government/corporate/media version is THE VERSION. Anything else is illusory.
In fact, the cultural success of labeling investigative reporters and forensic historians, and, simply, anyone who tries to name reality, "conspiracy nuts" is perhaps the most successful conspiracy of our time. Well, not the most successful. That prize goes to the conspiracy to give corporations all the rights of individual persons under our Constitution. That conspiracy has codified and consolidated corporate power so that it controls our lives in almost every meaningful way. It controls the election funds of our candidates, and them once they are in office. It controls our major media including public broadcasting. It controls the content of our television programming. It controls how are tax dollars are spent making sure that the richest get the most welfare. It controls the laws, the courts, the prison system and the mind numbing propaganda that we are the greatest democracy on earth. It controls the values with which we raise our children. It controls our ability to dispense justice. It controls how we treat nature, how we deface our land with strip malls, and blow the tops off our mountains --- a form of corporate free speech. It dictates our modes of transportation. It controls our inability to respond to true crises like climate change. It attempts to create a spiritual deficiency in every person that can be filled and healed only with stuff --- and no stuff is ever enough.
As Richard Grossman puts it, "Isn't it an old story? People create what looks to be a nifty machine, a robot, called the corporation. Over time, the robots get together and overpower the people. ... For a century, the robots propagandize and indoctrinate each generation of people so they grow up believing that robots are people too, gifts from God and Mother Nature; that they are inevitable and the source of all that is good. How odd that we have been so gullible, so docile, obedient."
It is obvious to say that we have been engineered into a culture that values competitive consumption and consumers instead of community cooperation and citizenship. Capitalism with its obsessive and necessary appetite for consumption, expanding markets, resource depletion, and increasing profits has consumed democracy. Have you ever watched a small snake swallow a large frog? The snake's hinged jaw stretches wider and wider, squeezing the frog millimeter by millimeter into its gullet until finally the snake looks like the Holland Tunnel might if it had devoured the Titanic. Then the acids and enzymes do their corrosive work. The frog becomes the snake. And the snake claims it is the frog. Capitalism has gulped down democracy and claimed it is democracy. When, immediately after 9/11, President Bush advised Americans to demonstrate their love of freedom and their resistance to terrorism by courageously, selflessly, hurrying to the mall to buy something, he was speaking as the snake that identifies itself as a frog. He was asking us to play a little game with our brains' synapses, replace the snake icon with the frog's. Sadly, he may also have been speaking about democracy in the only way that he can understand or recognize it. And, for him, Christianity has been another tidy meal for the snake.
Perhaps this switcheroo is nowhere more obvious than in the military /industrial complex. We are told that the vulnerable frog needs protecting. The threats are grave. So we fork over our money and children's lives for war and weapons. We are told that we are building security and peace. More lives. More weapons. What we aren't told is that the largest US export to the world is weapons. What we aren't told is that enormous fortunes are being made from the arms trade. What we aren't told is that the more precarious and unstable the world is, the better the business for the arms dealers --- that the real promotion is not for security and peace but insecurity and war, that the lives of our children are the necessary collateral damage for this monster. What we aren't told is that the only real security is in cooperation, conservation, and fairness, not imperialism. The frog, who is a snake, wrapped in a flag, pleads for patriotism and counts the cash. The snake's forked tongue is a barbeque fork on which we've all been roasted.
I'd call that conspiracy.
The neocons have claimed, with some accuracy, that they can create reality faster than we can react: the deed is done, now deal with it. The troops have invaded, Halliburton, Blackwater, and Lockheed signed their contracts, the prisoners are tortured, your email is bugged, the resources for social programs are gone, the laws are changed, the Wal-Mart is built, the sludge dump has already polluted the aquifer, truth is hollowed out ---- catch me if you can! How is that not conspiracy?
The cooks & the crooks create a new status quo, legalize it, propagandize it, mythologize it, fundamentalize it, slather it with fear and patriotism, and force feed it to the complacent, sedated cow we call America. How is that not conspiracy?
Of course, ever since the Constitution was signed and didn't free the slaves or give the vote to women, poor folks, Native Americans and freed blacks so that people with power and money could continue to profit, America has been a conspiracy against itself. It's been cowboy grilling his own heart over a smoke & mirrors campfire, a CEO with inherited wealth and three hundred years of patrician, affirmative action crooning "Only in America."
 
The reason we can't talk about conspiracy is because it is the modus operandi. It isn't the elephant in the room, it is the room itself. We all live there. We can impeach a few elephants, and we should, but the architecture is in place. And they control it.
When I was in school, I was reminded - repeatedly --- to avoid using an indefinite pronoun without identifying whom it refers to, as in, "They are coming to get us," ... or, "They control everything." Who are They? It's bad practice to think and write like that. Without reference it just sounds like paranoia. But the hell of it is that it's damned hard to say who the They are that are in conspiracy to destroy democracy and, by exploitation, nature. Did They do it on purpose or merely discover by serendipity, like cavemen seeing copper ooze out of a rock by a fire, the wondrous possibility and power of what they had found. For instance, the invention of the TV was not a conspiracy. But once the realization of how TV could be used to submerge the public in a lobotomizing swamp of advertising, sound bites, inactivity, community destruction, titillation, false history, empty myth, consumption, and complicity in making fortunes for the sponsors, the program was clear. Conspiracy was the silent partner in the euphemism good business practice. And, once they saw the implications of giving corporations First Amendment rights, they were home free.
Time to re-think conspiracy.
We need to embrace conspiracy in two ways. One, admit that it's real, its quotidian, it's the fabric of our lives, the mercury in the air, the dioxin in the water, it's filling the airwaves and the marketplace and the courts and the halls of Congress before we even get out of bed every morning. Two, counter it with a conspiracy of our own. On our side we have the fundamental fact that although the corporate They can alter many of our realities, they can't alter Reality. They can't change the behavior of Nature. They can sell off the rain forest, but they can't leverage the effect of cutting it. They can keep the mileage of cars poor so we'll buy more gas, but they can't alter the amount of oil in the ground or the damage to the atmosphere. They can privatize every human interaction and every natural resource, but they can't privatize the laws of nature. They have conspired to change reality. We must conspire to live in harmony with Reality.
In the same way, they can conspire to kill Martin Luther King, Jr., but they can't totally eradicate the truth of who did it and why.
Con + spirare, from the Latin. To breathe together. Those are the roots of conspiracy. Breathing together doesn't sound like an activity of the ideologically deracinated whispering seditiously in a dank cellar or a board room, foul breaths denting a weak flame flickering over a candle nub, gunpowder or greed blackened fingers setting a timer, the whites of creased eyes glinting like knives with treason, murder, power, and deceit. Con + spirare sounds like healthy men and women standing in the sun figuring out how in the hell they are going to take care of each other and their aging mother Earth and love life while doing it. Breathing together, sharing the same air, plotting to make sure that what's mine is yours, conspiring to save their self-respect, their ideals, the future for their children.
I want to be part of a conspiracy. Pervasive, populist, revolutionary, and totally transparent. Grassroots. Idealistic. Simplistic. Life-affirming. Community building
A conspiracy to make the common good and the love of nature the common denominator of every economic transaction.
And the simple truth is either we start breathing together, conspiring big time, right out in the open, nakedly, unashamedly, or we will have conspired in secret, by default, in our own demise.
We have let them breathe for us, and they have stolen our breath, our air, our spirit.
Secret con + spirare is death. Open con + spirare is life.
Conspiracy is dead. Long live conspiracy!

Interview: War in Ukraine Is Really About U.S. Pursuing Regime Change in Russia




Interview with Bruce Gagnon by Finian Cunningham (Strategic Culture Foundation)

The corporate-dominated media (that lied us into the 2003 “shock and awe” attack on Iraq over non-existent WMD) is trotting out the same strategy again to sell war and deceive the public American peace activist, documentary filmmaker and author Bruce Gagnon analyses the current war in Ukraine with a critical bigger picture of political and strategic context that is so woefully – and deliberately – missing in Western media.

In the following interview, Gagnon points out that the Russian military intervention in Ukraine that began on February 24 can only be properly understood by viewing it as a response to eight years of relentless military assault by the NATO-backed Kiev regime against the ethnic Russian population of the Donbass region. Nearly 14,000 people were killed by the NATO-backed Kiev regime and its Russian-hating Nazi regiments. Where were Western government and media condemnations?


Interview

Finian Cunningham: The U.S. Congress is set to pass a Lend-Lease Act that will greatly increase the supply of weapons to Ukraine purportedly to help defend that country from “Russian aggression”. This is while negotiations are underway between Ukraine and Russia to find a peace settlement to the conflict. Is Washington trying to strengthen Kiev’s negotiating hand or is the United States aiming to prolong the war?

Bruce Gagnon: Using the 2019 Rand Corp study called ‘Overextending and Unbalancing Russia’ as a guide, the U.S.-NATO obviously do not want negotiations between Ukraine and Russia to flourish. Their interest is in creating a festering sore along Russia’s border forcing Moscow to spend more of its national treasury on the military and on rebuilding the massively destroyed Russian-ethnic Donbass region in eastern Ukraine. The Donbass destruction was largely due to Ukrainian army shelling for over eight years since the U.S.-orchestrated coup in Kiev in 2014.

Question: In passing the Lend-Lease Act, the U.S. Senate cited allegations of genocide and the massacre of civilians in the Ukrainian city of Bucha by Russian troops as justification for the legislative go-ahead for more American weapons to Ukraine. Russia categorically denies the allegations while several independent analysts have pointed to evidence that the gruesome killings were a false-flag provocation carried out by Ukrainian forces in order to incriminate Russia. What is your view of the Western media reports on the Bucha massacre?

Bruce Gagnon: I have studied the Bucha story quite closely and it is more than obvious that this was one more false flag by the U.S.-NATO-Ukrainian axis. The timelines point to this being such. Russian troops left Bucha on March 30. On March 31, the mayor of Bucha put out a video where he excitedly and proudly proclaimed that Russian troops had left. On April 1, a woman who serves as a Bucha City Council Deputy made a similar video proclaiming victory over the Russians. Neither of those two city leaders made any reference to a massacre or bodies in the streets which would have been more than obvious at that point. On April 2, Ukrainian forces retook control of Bucha. On April 3, Western media began reporting on the alleged massacre.

There have been repeated attempts by the U.S.-NATO-Ukrainian side to claim that Russia was killing civilians but each story has turned out to be lacking a factual basis. The latest attempt was the Ukrainian army shelling Kramatorsk using a Tochka-U missile on April 8. Dozens of civilians were killed and up to 100 wounded. Ukrainian President Vladimir Zelensky was quick to blame Russia although the Tochka-U missile is an outdated technology that is no longer used by Russia and ample evidence shows that it has been a favorite weapon used by the Nazi-led Kiev regime’s army to repeatedly shell the Donbass region.

Additionally, Kramatorsk is in the Russian-ethnic region of eastern Ukraine that Russia is trying to liberate from the Nazi-led army of Kiev. It makes no sense that Russia would kill their own people.

It is said that every criminal has a Modus Operandi (MO) – a way of repeating their bad behavior. I think it is safe to say that Ukraine is losing this war and has resorted to an MO to create false flags in order to turn public opinion against Russia with hopes that U.S.-NATO will then fully enter the war on the Kiev regime’s side. So Ukraine has replaced actual offensive military operations (which they are no longer really capable of) with false-flag events as their primary strategy to vilify and defeat Russia.

Question: You have said that the war in Ukraine is not merely about Ukraine and Russia in isolation, but rather represents a front line in a bigger confrontation between the U.S.-led NATO bloc on one hand and Russia and China on the other. Are you saying this is a proxy war?
 
Bruce Gagnon: There can be no doubt that this war is being waged on behalf of a larger mission – regime change in Russia that the West hopes would allow for the breaking up of Russia into smaller nations similar to what U.S.-NATO did to Yugoslavia following the 1999 American-led attack on Belgrade. The goal is for Western resource extraction corporations to take control of Russia’s vast landmass and most importantly its huge resource base that includes natural gas, oil, timber, agricultural lands and vital mineral deposits. With the melting of the Arctic ice, it will increasingly become possible to “drill-baby-drill” for offshore resources under the sea that has long been covered in thick layers of ice. It’s no coincidence that at the same time this war started, the U.S.-NATO began holding a war game called ‘Cold Response’ in the north of Norway which borders Russia’s Arctic region.

U.S. President Joe Biden, in one of his confused moments, blurted out in a recent speech in Warsaw that “Putin had to go”. I am more than certain that during many of the National Security Council meetings in Washington this has long been a key agenda item.

In the past 500 years, Russia has been invaded several times from the West. The Poles came across the European Plain in 1605, followed by the Swedes under Charles XII in 1707, the French under Napoleon in 1812, and the Germans twice, in both world wars, in 1914 and 1941. Every 100 years, the West makes its move and fails.

China is also on the regime-change list of the West, and due to the new economic and military pact between Russia and China, it becomes essential to take out Russia first before going after China. The United States is currently using Taiwan in a similar way to how it has used Ukraine as a tool of destabilization.

Question: Russia has said it hopes that the war in Ukraine will be finished soon. But from what you are saying, there is a real danger that the conflict could be spun out for much longer due to U.S., British and NATO arms being supplied to Ukraine. Is this prolongation of the war what galvanizes Washington and London’s calculus and policies?

Bruce Gagnon: The vested interests inside the U.S.-EU military-industrial complex stand to make massive profits if this war can be extended for months, or even years. I believe that this is the intent of Washington-Brussels. By getting NATO members to ship outdated military hardware to Ukraine, the Western military manufacturers are salivating as they imagine replacing those stocks of weapons with the latest technologies that must be “interoperable” with Pentagon space-directed war-fighting capabilities. What this translates to over time is a vast high-tech global war machine. Don’t forget that NATO is also going international as they sign up “partners” in Australia, New Zealand, South Korea, Japan and others in the Asia-Pacific. In this “mission vision”, the U.S. would be in charge of the “tip of the spear” and will have had NATO members and partners help pay for it all. NATO’s job is to ultimately force submission to Western corporate demands. They declare they are a “peace alliance” yet their history is nothing but endless war.
 
Question: Do you think there is an even bigger picture to the U.S.-led NATO confrontation with Russia? That is, the bigger battle is to stave off the historic decline in the American-dominated Western economic system? Russia and China have consistently hailed the advent of a multipolar world based on cooperation and partnership. The United States seems deeply opposed to this vision, claiming that Moscow and Beijing undermine a so-called “rules-based global order”. Why does Washington object to a multi-polar vision? What is it about American power that demands unipolar dominance, fealty, or war?
 
Bruce Gagnon: The U.S. and NATO are an insecure and desperate military war machine. They are the muscle for the Western-run corporate globalization syndicate. They know their days are numbered as the dominant Western imperial powers that have ruled most of the world for hundreds of years.

It reminds me of a drunken riverboat gambler rolling the dice – knowing that he has lost everything but still going for broke one last time. Washington and the EU clearly understand that the rising multi-polar world is unstoppable – when you add up the population numbers this rising tide is the vast majority of the world’s population. So the U.S.-NATO know this is their last-ditch chance to try to remain in control of the planet. Washington-London-Paris-Berlin-Brussels want total power and control and are willing to burn any nations to the ground that stand in their way.

Obviously, China, Russia, Iran, India, and others across the global South understand all of this. They have suffered at the hands of the U.S.-Europe long enough. They are moving to help create this multi-polar world – what one Russian leader recently called a “Fair World Order” not run by Wall Street, the Bank of England, the IMF and World Bank. The question for all of us is: will the U.S.-NATO be willing to take this drive to remain in control to World World III that could then quite possibly turn nuclear? Those so-called “peaceniks” out in the streets waving Ukrainian flags ought to ask themselves if they are in fact inadvertently helping to push things in that horrific direction.

Question: In the reporting on the Ukraine war and the prelude to it, would you agree that Western news media seem to have more openly embraced the function of a propaganda system, peddling intelligence disinformation to distort the nature of the conflict with Russia?

Bruce Gagnon: The Western media is all in when it comes to demonizing Russia and helping to escalate this war. Just days ago while driving, I turned on NPR (National Public Radio) and heard one “correspondent” claim that Russian troops had raped young girls in Bucha.

Have we forgotten the groundbreaking U.S. Senate committee hearings in 1975 on the CIA’s control of the media? Those hearings were led by Senator Frank Church (D-ID). At the time, it was disclosed that 400 journalists worldwide were submitting news stories on behalf of the CIA. Operation Mockingbird it was called. Look it up on the internet. I don’t think the videos from those congressional hearings have been removed yet on YouTube. I’d bet my life that the so-called “Bucha rape story” was produced by the agency.

Just last week we learned from an NBC-TV report that U.S. intelligence agencies were putting out false stories about Russia in order to “preempt” Moscow “from doing something bad”. The corporate-dominated media (that lied us into the 2003 “shock and awe” attack on Iraq over non-existent WMD) is trotting out the same strategy again to sell war and deceive the public. And when you factor in all the efforts of corporate-owned social media outlets to take down alternative views on the Ukraine war it becomes clear that the Number One goal is the brainwashing of the public.
 
Modus Operandi – every criminal syndicate has one.



Are we heading to WW III?

The West has essentially declared an all-out war on Russia. Instead of calling for a negotiated end to the conflict, Washington, London, Berlin, Paris and Brussels are looking to sustain the Ukrainian war effort.
 
So, we need to ask: What is the West’s policy goal in all of this?

The files have provided the raw material for several scholarly publications and Cecil has several more, along with a book project, in the works.
The folders consist of photocopied files provided by the Federal Bureau of Investigation at the request of Dr. Cecil. The documents were reviewed under the Freedom on Information/Privacy Acts, Title 5, United Stated Code, Section 552/552a by the FBI. Deletions were made to protect information which was exempt from disclosure. A deleted page information sheet was inserted in the file to indicate where pages were withheld. These sheets will be found in the folders.
Most of the material in the folders is made up of correspondence and clippings from newspapers and tearsheets from magazines and other publications. Researchers will also find case reports, FBI teletype (a message sent and received via a teleprinter-character printer connected to a telegraph that operates like a typewriter), routing slips, memoranda, telegrams, surveillance reports, news releases, interviews, essays, investigations, and typescripts.
While the strength of this collection lies in journalism and the J. Edgar Hoover era of the FBI, the topics of the collection covers a wide variety of subjects, from Communism and McCarthyism to organized crime, kidnapping, death threats, and the Kennedy Assassination and smear campaigns.
Some photocopies provided by the FBI are difficult to read. When this occurred, a sheet was inserted in the file that states:

He investigated and prosecuted Clay Shaw for conspiracy to assassinate President Kennedy and he was portrayed in Oliver Stone's film, JFK. The JFK Collection contains three series of records relating primarily to Garrison.

What does the history of sex look like without evidence of sexual identities or proof that sex acts occurred? And how might an analysis of gossip, rumors, and perhaps even lies about sex help us to write political history? Answers to these questions might begin with a story about J. Edgar Hoover told by society divorcee Susan Rosenstiel, a story that was bought and paid for by tabloid journalist Anthony Summers three decades after it allegedly occurred. In 1958 the bisexual millionaire distiller and philanthropist Lewis Solon Rosenstiel asked Susan, his fourth wife, if—having been previously married to another bisexual man for nine years—she had ever seen "a homosexual orgy." Although she had once surprised her sixty-eight-year-old husband in bed with his attorney, Roy Cohn, Susan told Summers that she had never before been invited to view sex between men. With her consent the couple went one day not long after this odd question to Manhattan's Plaza Hotel. Cohn, a former aide to Senator Joseph McCarthy and a Republican power broker, met them at the door. As she and her husband entered the suite, Susan said, she recognized a third man: J. Edgar Hoover, director of the Federal Bureau of Investigation (FBI), whom she had met previously at her New York City Upper East Side townhouse. Hoover, Lewis had explained, gave him access to influential politicians; he returned these favors, in part, by paying the director's gambling debts. Susan described what happened at this meeting. The Federal Bureau of Investigation (FBI) is in the news with the release of the Durham report and this week’s testimony in the House about the agency’s politicized leadership. In response to the FBI’s recent failures, many columnists and policymakers have called for either reforms, funding cuts, or agency dismantling.
The FBI has an annual budget of more than $11 billion and a workforce of 37,000 spread across headquarters, 56 field offices, 350 satellite offices, and dozens of foreign offices.
The chart shows that real FBI spending almost doubled from $5.25 billion 2000 to $10.44 billion in 2011 and has since trended slowly upwards reaching $11.4 billion in 2023.
