I don't know what they claim to base "4% of the time" on. Especially in the case of vans - yes, they actually include vans in that. Most vans are working vehicles and out much of the time. Maybe the figures worldwide are skewed by the likes of the Sultan of Brunei. There are probably one or two folk like this in England.

I'm not in England, but if I rented a car, it would cost more for me to drive than a car I own debt-free.

Most cars actually do have a short duty cycle around 3-5%. Meaning most are running 3-5% of the day. I drive around 1/2 hour a day that’s about 2%. 2 hours a day is just under 10%. That doesn’t count weekends. So less. This is still a horrible idea. And many people all drive at the same time so “sharing” doesn’t really work anyway. Just wanting more control

I take it they mean a 24 hr cycle which almost no one out there takes part in on a regular basis. This is the first problem. Take seven or eight hours off that number for sleep. Take off another hour or two, because most people need at least a couple of breaks in the day for eating, resting/relaxing, bodily functions, socialising etc. So the day is down to fourteen hours from twenty four. Secondly, this figure probably also takes in cars which are in storage or long term parking at airports etc. Conversely it probably excludes taxis so they can also jimmy down the percentage as well.
Thirdly, cars and vans are a means of transportation. A lot of us take public transport - I'm on it just now... but it doesn't take you everywhere, it can be slow, not turn up. They also don't like me taking large items on here, so it's not appropriate for everything. Most people in the world do not own cars, by the way. In most major cities, a lot of the population doesn't drive at all.
Fourthly, there is a level of hypocrisy as always from the WEF. Their Fourth Industrial Revolution project involves out of town warehouses, home delivery (eventually by drone etc) which also involves the use of fuel. They want to shut down the shops we can walk to. (These are the same people barking at us to cut more carbon but also use electric devices for everything.)

If a car isn't being used 96% of the time then surely that's good for the planet.
Seems to me they want it both ways.

The point some people miss, is that they don't want you and me to have a car....BUT...they have ZERO, ZIP, NADA intention of giving up THEIR cars, private jets, boats.
Think Hunger Games...and we are NOT in the capital city.
Maybe it's time we think about how to prevent the "capital city" from ever forming...

The percent is the duty cycle of the vehicle. That’s how it is measured, by the amount of time each day it’s used. Probably they use numbers by registered cars and don’t count those that sit all the time. It’s not the humans duty cycle. This doesn’t take into account most of the important information that make this whole plan stupid. Like several have stated this about controlling movement. That’s much harder when people can come and go as they please. A lot of new cars are selling subscriptions for various features (heated seats, radios, more range, security features, etc) to work anyway. The oem’s are headed towards this you don’t own it goal on their own.
